  1. Required qualifications, competences and experience

Educational Qualifications

  • Master’s degree in Environmental Engineering or Science with focus on water/wastewater management

 

Professional experience

  • Proven track record of minimum 5 years’ work experience in water management, of which at least 3 years’ experience in the wastewater/sludge management sector.
  • Experience in working with international cooperation organizations in the water sector of at least 3 years.
  • Experience with sludge management and reuse of at least 1 year
  • Experience with (supervision of) operation and maintenance of Wastewater Treatment Plants of at least 1 year
  • Proven experience working in partnership with municipal or private utility companies in the fields of water and wastewater in Lebanon
  • Demonstrable ability and skill to independently formulate tender documents for third party technical consultants in the wastewater sector
  • Experience in the sector of renewable energies is an asset
  • Demonstrable ability and skill to work in partnership with a range of stakeholders and on different levels, including government, private sector and non-profit and experience in the conceptualisation and management of partner and results oriented consulting assignments.
  • Knowledge in community participation is an asset

  • Demonstrated knowledge of the water/wastewater sector in Lebanon including regulations, laws and stakeholders

  1. Responsibilities

The position holder is responsible for:

  • Coordination (Technical supervision, planning and steering of activities) of the project component on sludge management/reuse and support in wastewater management to the Water Establishments and all related activities
  • Technical supervision of third-party consultants overseeing Wastewater Treatment operation
  • Reporting to the project manager, as well as planning and coordinating the measures and activities of the field of action and ensuring their steering and monitoring in consultation with the project manager
  • Recognizing the need for adjustments in the conceptual design of activities and coordinating the necessary realignment with the project manager, if possible.
  • Collaborating with other units of GIZ, in order to ensure technical and methodological expertise and knowledge management.
  • Providing technical advice to involved stakeholders (i.e. government partners) regarding above mentioned project components 
  • Coordination with the national partners as well as the international partners from the Ministry of Energy and Water (MoEW), the Water Establishments (WEs) and others.
  • Manage the monitoring and evaluation of activities within the project component (e.g. prepare project reports/briefs, following up on timeline)

The position holder

  • plans the implementation of project measures in close coordination with the MoEW and WE
  • supports the MoEW and WE in carrying out activities related to the project goals
  • Develops operational plans and schedules for program implementation, plans budgets.
  • Prepares terms of reference for consultants, manages procurement, ensures management and technical oversight of consultants appointed and quality assurance of deliverables submitted
  • prepares capacity building activities, such as the preparation of training plans in coordination with the MoEW/WE and training providers
  • Monitors the delivery of capacity building measures
  • Establishes and maintains contact and productive working relationships with the Ministry of Energy and Water (MoEW) as well as selected Water Establishments (WE)
  • Establishes and maintains smooth communication with other relevant stakeholders in the water/wastewater sector including national thinktanks and international donor organizations 
  • Supports the project manager in the planning and monitoring of project activities
  • Plans and arranges meetings, workshops and other events in cooperation with the MoEW and WE and keeps record of proceedings
  • Supports the relevant reporting on project activities and achievements to the contracting authorities (e.g. the German Federal Ministry of Economic Cooperation and Development) 
  • Represents the project in meetings and workshops as necessary.
  • Performs other duties and tasks at the request of the Team Leader.

 

Project Description: About “Enhancing Water Resource Management" - Lebanon faces major challenges in its efforts to improve wastewater management. Although the Lebanese Government, together with Supporting Partners (SPs), is seeking to add to or complete unfinished systems and put them into operation, the requisite legal, financial, institutional, and organisational framework for sustainable wastewater management is currently not in place. GIZ “Enhancing Water Resource Management” (WAMA) project’s objective is therefore: The foundation has been laid for improving the legal, financial, institutional, and organisational framework for wastewater management. For this the project targets four major fields of activities. (1) An energy-efficient sewage sludge management system has been piloted by a selected WE at a wastewater treatment plant. (2) The conditions for increasing the technical and financial capacities of one WE have improved. (3) Conditions for WEs to assume responsibility for wastewater collection and treatment have improved. (4)  Lebanese participation in outreach activities and the sharing of information on water and wastewater sector issues has increased. In (1) and (2) construction work is envisioned for the support in sludge management e.g., through the construction of a solar greenhouse sludge drying unit and in (2) in the establishment of district metered areas.
