Certification and Accreditation Consultant

The objective of this consultancy is to provide ground, technical and research support to an international consultant responsible for designing a certification and accreditation procedure in accordance with Lebanon’s needs and based in a consultation of relevant actors.

The responsibilities under this consultancy are:

1) To support the international consultant in designing a consultation process with relevant decision makers to establish the subjects or areas that should be considered for certification within an accreditation process that seeks to facilitate the transition between non-formal and formal education systems.
2) To conduct the documentary research to locate information on actual performance of students in public formal education. This information will be used to set benchmarks of the performance in the subjects or areas stated in objective 1.
3) To act as liaison and representative for the international consultant in and during activities relevant to this action when the international consultant is not in Lebanon.
4) To conduct the consultation process with subject specialist and other national actors at the level of the regions.
5) To conduct interviews and consultations on the standards, benchmarks and potential procedures with a sample of relevant actors that has been selected jointly with the international consultant.
6) To assist the national consultant in selecting relevant actors and in conducting the interviews and consultations with a sub-sample of these actors as per distribution of responsibilities agreed with the international consultant.
7) Support the international consultant in data processing.
8) To coordinate with the international consultant and the study participants the logistics, agenda and schedule of interviews and consultations.
9) To support the arrangements and facilitation of the national workshop on certification and accreditation.
10) To coordinate with teams strengthening other components of the education system that can affect the certification or archival functions of accreditation.
11) Ground coordination and reporting of the pilot of accreditation SOPs.

Scope of Work
The consultant is required to provide logistic and technical support in the design of the accreditation/certification procedure, the consultation on the process and the piloting of the process. The consultant will work closely with the international consultant and coordinate in a regular basis with the UNICEF Lebanon Country Office (LCO) team.
