Community Health Supervisor

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

The Community Health Supervisor will be responsible for:

Under the supervision of the Health and Nutrition Program Manager, the Community Health Supervisor will be responsible for the planning, monitoring and following up on the community health activities in Bekaa area. The supervisor will be providing on-the-job training and supportive supervision to Midwives, Nurses, Nurse Aids and Community Health Workers from the supported PHC facilities to maintain proper implementation of the project’s activities, while coordinating and collaborating with municipalities, other organizations, and other authorities.

Objective 1: Ensure timely and quality implementation of community health project (40%)

  • Elaborate the monthly planning of the activities depending on the needs of the project and contextual conditions
  • Elaborate the weekly planning of her/his team
  • Ensure that the community health program consumable commodities and resources are well managed
  • Assist in a timely manner, in the procurement and supply of essential commodities and needs for the community health activities (orders, transportation, storage…) as per Action Against Hunger procedures and according to the base timetable.  
  • Ensure that all means of verification are properly collected 
  • Ensure proper distribution plan when required 
  • Participate in the definition of the activities and tools, based on field assessments and observations
  • Closely liaise with PHC facility staff and CHWs to ensure that coordination is completed
  • Development of IEC material as needed through close coordination with entire team

Objective 2: Team Supervision (30%)

  • Organize team meetings, ensure day to day team management (attendance, work planning, supervision, coaching etc.) and identify possible training needs.
  • Support the PHC facility Manager in follow-up and evaluation staff performance 
  • Provide regular coaching and feedback sessions, with adequate updates on progress against development plan and new objectives
  • Motivate the team to work as a team, in coordination with her/his line manager
  • Ensure that responsibilities and functional relations are clear within the health team and  community health workers  
  • Support team in capacity building as needed and closely assess further support/capacity building needs

Objective 3: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (10%)

  • Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the line manager any deviation 
  • Maintain a beneficiary database/data collection with the line manager
  • Identify deviations and needs not covered and proposed adaptations to programme activities
  • Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department 
  • Update the community health staff about all activities and changes to make sure all are working on the same line and the activities are well understood. 
  • Identify good practices and those that need improvement propose suggestions to adapt the program tools accordingly
  • Provide supportive supervision and capacity-building for staff on the appropriate use of MERA and PHENICS.

Objective 4: Reporting and archiving (10%)

  • Submit weekly and monthly reports.
  • Participate to external reports when needed 
  • Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  • Ensure proper documentation of challenges, lessons learned and best practices

Objective 5: Coordination and referral monitoring (10%)

  • Participate in external coordination (when needed) at the base level (including Health and Nutrition sub-national working Group in Bekaa and other working group meetings as requested).
  • Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level. 
  • Review and support the PHC facility to have a clear and available referral pathway for different services
  • Support in the maintenance and functioning of a proper coordination and referral system with MoPH and organizations/entities working in the area (referral mechanism…)
  • Liaise with local authorities and local health system in order to ensure the ongoing and eventual development of the activities.
  • Ensure proper communication of the hotline and feedback mechanisms

Objective 6:  Security 

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  • To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
