Head of Finance Department

Main responsibilities include:

  • Develop and implement financial policies, procedures, and systems to ensure efficient and transparent financial operations.
  • Prepare and monitor the annual budget in collaboration with the relevant departments.
  • Conduct financial analysis, forecasting, and risk assessment to support decision-making processes.
  • Monitor and manage cash flow, including timely disbursements and receipts.
  • Oversee financial transactions, such as accounts payable and receivable, payroll, and procurement, ensuring accuracy and compliance.
  • Prepare timely and accurate financial statements, including income statements, balance sheets, and cash flow statements.
  • Ensure compliance with financial reporting standards and regulatory requirements.
  • Provide financial reports and analysis to the management team, board of directors, and external stakeholders as required.
  • Develop and maintain financial controls to safeguard assets and prevent fraud.
  • Coordinate the financial aspects of grant proposals, budgets, and financial reports for donors and funding agencies.
  • Monitor and track grant expenditures, ensuring compliance with donor requirements.
  • Collaborate with program managers to ensure proper financial tracking of project expenses and revenue.
  • Lead, mentor, and supervise finance department staff, fostering a positive and productive work environment.
  • Conduct performance evaluations, provide feedback, and identify training needs.
  • Coordinate external audits and facilitate the implementation of audit recommendations.
  • Liaise with auditors, tax authorities, and other stakeholders as required.
  • Maintain an effective internal control system to safeguard assets and ensure the accuracy of financial records.

  • Team Management and Capacity Building of the finance department.
  • Ensuring compliance with financial policies and processes.
  • Conducting regular audits on financial data, documents and processes.
  • Ensure compliance with relevant laws, regulations, and accounting standards.
  • Risk Management and identification and developing strategies to mitigate them.
  • Stay updated on financial best practices and recommend improvements to enhance efficiency and effectiveness.

Education and Qualifications:

  • Bachelor's degree in finance, accounting, or a related field.
  • A master's degree or professional certification (e.g., CPA, ACCA).
  • Minimum 5-year proven experience in a senior financial management role, preferably in an NGO or nonprofit sector.
  • Strong knowledge of accounting principles, financial regulations, and reporting standards.
  • Proficiency in financial software and advanced Microsoft Skills.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Effective leadership and team management skills.
  • Excellent communication and interpersonal skills, with the ability to interact with diverse stakeholders.
  • Attention to detail, integrity, and a commitment to upholding ethical standards.
  • Experience working with donors and managing grants is an advantage.
  • Excellent analytical, problem-solving, time-management, multi-tasking and decision-making abilities.
  • Superior time management skills and the ability to juggle multiple projects simultaneously.
  • Fluency in Arabic and English (Oral and written) French is a plus.
  • Prior experience with USAID and UN Agencies funded projects is a plus.
  • High levels of emotional intelligence, flexibility, and ability to work in a fast-paced environment.
