WHAT IS MSF?
Médecins Sans Frontières/أطباء بلا حدود بلا أطباء (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
A FEW WORDS ABOUT THE PROJECT
MSF will support 4 primary health care centres in Tripoli. All 4 centers are in the most deprived and populated areas, covering the diverse vulnerable communities where MSF will support in Mental Health and Non Communicable Diseases.
Main Purpose:
Participate in the planning, supervision and coordination of mental health / pycho-social related services in the programme in accordance with MSF standards in order to provide the most appropriate mental health support for patients.
Accountabilities:
- Participate in the planning, organization and coordination of Mental Health activities, in close collaboration with the Mission Specialized Mental Health Activity Manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
- Coordinates activities of counseling services with other relevant actors and liaises with the local Mental Health Supervisors counterparts (like MoH, MDM, Re-Start, ICRC and other NGOs) on mental health matters, including referral services.
- Supervise the daily mental health activities and patient support according to MSF protocols and standards in order to provide the most appropriate support for clients with psycho social needs
- Liaise with the other MSF team members of the project.
- Supervise, in close coordination with the Mission Specialized Mental Health Activity Manager and HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
- Oversee the administrative processes associated with psychosocial functioning.
- When needed, give psychological support to patients according to MSF protocols to improve mental health conditions of patients and enhance their functionality.
- Compile the data and statistic linked with MH activities and report to the Mission Mental Health Specialized Activity Manager
- Facilitate the collaboration between MH team and other departments, contribute to create the conditions for the implementation of a holistic/multidisciplinary care model
- Ensure the patient’s related information is kept confidential
Establish MH program at 4 supported by MSF PHCs in Tripoli and support organizing MH related community activities in the PHCs catchment areas
- Support PHCs team to set up MH program and MH patients flow
- Provide direct (on the job) and indirect clinical supervision of MH professionals (psychologists and community health workers)
- Ensure and supervise the quality of clinical documentation produced by MH staff (patient file, data, MH report)
- Develop and implement training programs aimed to MH team capacity building
- Enhance clinical skills and MH techniques of Clinical Psychologist and Community Health Workers employed in MSF contracted Health Facilities
- Monitoring and enhancing performance of MH staff (clinical and community) by providing coaching, encouragement and constructive feedback
- Identifying strengths and weaknesses of MH team members and plan individual customized coaching plans
- Collaborate with key actors providing MH services in Tripoli and establish MH patients’ referral/contra referral pathways
- Build a good collaboration with PHC’s team
Experience:
- Essential 2 years’ experience minimum as a Psychologist
- Essential previous experience in MHPSS Community Based Approach Programs
- Desirable previous experience as Mental Health Supervisor
- Desirable previous experience as Mental Health Trainer
- Desirable previous experience with MSF or other NGO’s in developing countries

Master’s degree in Clinical Psychology essential.
MOPH registration and license to practice mandatory
Mandatory official certificate of completed clinical training/practicum in a university center consisting of at least 100 hours of training under supervision and 300 hours of applied training. For psychologists who graduated in the past 5 years or more and cannot get this certificate a substitute exists.
Desirable Lebanese colloquium certificate for clinical psychologists (unless graduated from Lebanese University)
Desirable MoPH License to practice clinical psychology profession in Lebanon
