CON2023 41 Radiologist Consultant

Under the supervision of the Chief Migration Health Officer of IOM Migration Health Assessment Centre, Beirut, Lebanon, the consultant radiologist will ensure the establishment of the x-ray facility at MHAC complies with the requirements of the radiation authority of Lebanon and provide the necessary documentation for the yearly renewal of the license to operating general radiography. The radiologist will visit the x-ray facility of MHAC Lebanon regularly and on need bases and provide on-call consultation and undertake the following duties and responsibilities.

The consultant will be supporting the Migration Health Unit as per following tasks:

  1. The establishment of the x-ray facility at MHAC complies with the requirements of the radiation authority of Lebanon.
  2. Secure a license from the Ministry of Public Health/concerned departments to operate the x-ray facility at MHAC Lebanon.
  3. Provide the necessary documentation for the yearly renewal of the license to operate general radiography.
  4. Support Chief Migration Health Officer to staff the X-ray facility ( e.g., radiologic technologists, radiographers, radiation protection officer)
  5. Regularly review the x-ray machine equipment performance and recommend corrective actions as needed
  6. Survey the X-ray room and facility and make sure the radiation safety measure required by authority are in place and the cleanliness and orderliness of the whole X-ray facility are observed.
  7. Establish a quality control program for the X-ray facility in accordance with Lebanese regulations.
  8. Check the qualification of the radiologic technologists operating the machine and make sure no unlicensed person operates the x-ray equipment.
  9. Check the quality of the image, in coordination with the Global IOM Teleradiology Center, which will be reading some of the chest X-rays, and recommend corrective action if needed.
  10. Make sure the chief radiologic technologist and the Radiation protection officer of the MHAC Lebanon conduct a radiation safety program in the facility and keep a record of occupational radiation doses received by the x-ray unit staff in the facility.
  11. Check if all the x-ray staff at risk of radiation exposure are using personal dose monitors (TLD or OSL), and if the dosimetry reading is regularly done.
  12. Review the results of the personal dose monitor, and make sure that no worker has exceeded the dose limit of 20 mSv per year averaged over a period of five (5) years.
  13. Make sure the chief radiologic technologist makes charts and tables, technical manuals, and records available to the country’s radiation authority during the conduct of radiation protection surveys and evaluations.
  14. Participate in completing documents for the yearly renewal of the license to operate the x-ray unit of MHAC Lebanon by guiding the chief radiologic technologist.
  15. Assist in the renewal of the license to operate the x-ray unit for general radiography, by being the signatory radiologist on the application form for a license to operate a medical x-ray facility, and providing the necessary professional documents required by the authorities, including the copy of the up to date the radiology board certificate and license.
  16. Assist the radiologic technologists of the MHAC during regular maintenance of the x-ray unit and participate in the period of vendor’s visits when needed
  17. Perform other related tasks as needed

Tangible and measurable outputs of the work assignment

  • Regular visits and checking the facility, reporting the results with recommendations,
  • On-call consultation service when issues to be consulted
  • Intermittent unscheduled visits as needed.

Performance indicators for the evaluation of results

  • Secure a license from the Ministry of Public Health/concerned department(s) to operate the X-ray unit at MHAC Lebanon.
  • Performance of the machines and quality of the images
  • The feedback and regular renewal of the license to operate the machine.
  • Records and reports on the regular visit and recommendations

 

Education, Experience and/or skills required

  1. Completed university degree from an accredited academic institution in Doctor of Medicine and post-graduate residency training in diagnostic radiology.
  2. Board certificate in diagnostic radiology from the country’s Board of Radiology and a VALID Professional license as applicable.
  3. Good writing and communication skills
  4. Experience and Knowledge on Digital Radiography technologies and PACS system.
  5. Experience in managing a radiology unit is an advantage.
