GBV Specialist

I. RESPONSABILITIES AND TASKS

1. CAPACITY BUILDING

  • Conduct comprehensive capacity needs assessments for existing staff members of PU-AMI and partners to evaluate their knowledge and skills regarding GBV-related topics;
  • Contribute to the identification of training needs of staff (i.e. Health staff, PHCC staff, protection staff, other staff, volunteers, etc.) and raise them to line manager and Deputy Health Coordinator;
  • Develop content and tools for capacity building sessions (i.e. training plan, training description, training agenda, pre & post-tests, activities, attendance sheets, training evaluation, etc.) on GBV related topics, in coordination with PU-AMI teams (protection and health notably);
  • Adapt the future training packages in English and Arabic;
  • Adapt the future training packages for in-person and remote modalities;
  • Liaise with relevant departments (i.e. HR, Finances, and Logistics) to properly plan each training;
  • Facilitate trainings on different topics such as Basic GBV & Handling Disclosure, Safe Identification Referrals (SIR), Psychological First Aid (PFA) for GBV Survivors, and Gender while making sure to create a positive and safe learning environment for different types of learners;
  • Evaluate impact of the training and adapt the material accordingly to improve knowledge retention between participants.

2. GBV PROGRAMMING AND INTEGRATION

  • Develop and implement country level GBV Strategy in coordination with Protection Coordinator, as part of the protection strategy, and with Protection Specialist and Inclusion Advisor to ensure intersectionality of protecion programming;
  • Participate in the development of proposals, budgets and concept notes in coordination with Protection Coordinator and Deputy Head of Mission;
  • Collaborate with PU-AMI Protection Specialist and MHPPS Specialist for the integration of GBV prevention in community-based protection activties, including PSS and awareness sesisons.

3. GBV MAINSTREAMING AND RISKS MITIGATION

  • Lead the identification of protection and GBV risks in PU-AMI programming, by using PU-AMI standards risk analysis tools and other relevant tools, and on the design of appropriate mitigation measures to ensure safety, confidentiality and respect of the survivor centered approach;
  • Support cross-cutting programs, technical sectors and all departments to mainstream gender and GBV in their specific technical areas, and report on progress;
  • Lead the capacity buidling of PU-AMI staff on PU-AMI Gender Policy.

4. HEALTH INTEGRATION - CLINICAL MANAGEMENT OF RAPE

  • Closely coordinate and collaborate with the health department to develop PU-AMI CMR strategy and SOPs, in line with MoPH guidelines;
  • In coordination with Medical Specialist and Health Field Officers, monitor the implementation of CMR services to ensure that they are provided in safe, dignified and confidential manner and with respect of the survivor-centered approach;
  • Follow up on referrals conducted to and by CMR facilities to ensure services are provided in a timely, safe and confidential manner.

5. MONITORING & REPORTING

  • Provide full reports on the training outcome, staff capacity and additional training needs (i.e. training evaluation reports), including analysis from pre & posttest and trainings’ evaluation;
  • Document lessons learned, success stories, and case studies for internal learning and external communication;
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required;
  • Devise and implement a GBV M&E plan, in coordination with MEAL and technical teams for protection data collection tools, assessments and evaluations;
  • Monitor GBV referrals and report on incidents through working relations with program staff, partners and other stakeholders;
  • Contribute to reporting (external and internal) related to GBV and protection related project activities.

6. COORDINATION & REPRESENTATION

  • Maintain close coordination with Project Management and technical teams;
  • Liaise and maintain good relations with local partners, other (I)NGO and with all relevant stakeholders;
  • Stay abreast of developments in the area that have an impact on the protection environment and represent PU-AMI at GBV sub-working group and other meetings with donors, (I)NGOS, and external stakeholders.

7. ACCOUNTABILITY

  • In coordination with the HR department, contribute to making sure that PU-AMI’s Protection against Sexual Exploitation, Abuse and Harrassment (PSEAH) policy and Child Protection policy/ Child Rights Safeguarding Policy are understood and respected by all involved staff and for all activities;
  • In coordination with the MEAL department, contribute to the quality and accessibility of the FCRM through the helpline.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

Mandatory Requirements

Language skills: Fluent in Arabic and English

Education degree: University degree in social work, human rights, community development or another relevant degree;

Work experience: Minimum 3 years experience in GBV with a humanitarian organization, including at least 2 years of experience in implementing trainings related to GBV

Computer skills: Good knowledge of Microsoft Office

Others:

  • Knowledge of GBV prevention theory and identifies and capacity to apply prevention strategies at different stages of the humanitarian response;
  • Knowledge and experience in Gender and GBV mainstreaming and social related topics;
  • Critical analysis skills including context, trends, and vulnerabilities related to GBV;
  • Knowledge of prevention of sexual exploitation and abuse responsibilities within the humanitarian response (PSEAH) and supports implementation;
  • Excellent communication and listening skills;
  • Ability to work under pressure and with short deadlines;
  • Good problem solving skills;
  • Good knowledge of the humanitarian context in Lebanon;
  • Excellent ability to work in a team.
