WASH Coordinator Beqaa and Baalbek Hermel

The Beqaa/Baalbek-Hermel region in Lebanon faces numerous challenges in the WASH sector, including limited access to safe water, inadequate sanitation facilities, and insufficient hygiene practices. In order to address these challenges, Peace Labs is assigning a WASH Coordinator to enhance coordination between BWE and municipalities and donors’ agencies and their implementing partners, thereby improving service delivery and promoting sustainable development in the region and facilitating exchanges of lessons, critical information and preventing duplication and ill-practices.

The WASH Coordinator will be responsible for the following key objectives:

 

a. Facilitate effective coordination and cooperation between BWE, Union of municipalities, municipalities and donor agencies within the Beqaa/Baalbek-Hermel region in.

b. Strengthen communication channels and promote information sharing among relevant stakeholders.

c. MAPPING gaps, needs and overlaps in terms of WASH infrastructure in the Beqaa/Baalbek-Hermel region.

d. COLLECT data on existing, ongoing and planned WASH activities in the Beqaa/Baalbek-Hermel region.

e. Draw up minutes of each meeting, workshop or coordination meeting.

f.  Report on planning, implementation, monitoring, and evaluation of WASH initiatives.

g. Organize monthly coordination meeting and make presentation on findings as per deliverables.

h. Liaise with national and international organizations, donors, and government entities to foster partnerships and resource mobilization for WASH programs.

 

The WASH Sector Coordinator will undertake the following responsibilities:

a. Establish and maintain regular communication with BWE, Union of municipalities, municipalities and other relevant stakeholders.

b. Coordinate and facilitate regular meetings, workshops, and consultations to promote dialogue and collaboration.

c. PROVIDE requested data to the BWE GIS Officer in order to map WASH activities.

d. Support the identification, prioritization, and implementation of WASH projects in collaboration with BWE and municipalities.

e. Monitor the progress of WASH initiatives, ensuring adherence to established timelines and quality standards.

f. Facilitate the exchange of best practices, lessons learned, and innovative approaches within the WASH sector.

g. Prepare regular reports, including progress updates, challenges, and recommendations, for submission to the SDC and other relevant stakeholders.

h. Advocate for the integration of cross-cutting issues such as gender equality, social inclusion, conflict-sensitivity, and environmental sustainability in WASH programs.

Deliverables:

  1.  Submit report and requested data (tables) and findings (needs, gaps and overlaps) and present them (PowerPoint) at the monthly coordination meeting as per the following schedule:
      1. North Bekaa (end of August)
      2. Baalbeck (end of September)
      3. Zahle (end of October)
      4. West Bekaa (end of November)
      5. Rashaya (end of December)
  2. With the support of SDC and in collaboration with BWE, organize 5 monthly WASH coordination meetings in which respective Union of Municipalities will be invited to attend.
  3. Submit the minutes of every meeting.
  4. Attend any relevant event related to WASH activities in the Beqaa region.
  5. Submit a final report (end of December) with recommendations.

The ideal candidate for the WASH Coordinator position should possess the following qualifications and skills:

  1. A bachelor's or master's degree in a relevant field
  2. Proven experience (at least 5 years) in the WASH sector, including coordination, project management, and capacity building.
  3. In-depth knowledge of the WASH sector, including technical aspects, policy frameworks, and best practices.
  4. Familiarity with the Lebanese context, particularly the Beqaa/Baalbek-Hermel region, and an understanding of local governance structures.
