Job responsibilities:
1. Systems Development:
- Implementing an effective M&E system that involves project and program partners throughout monitoring, data collection, information management, evaluation, and accountability processes.
- Leading the overall MEAL system and ensuring synergy between M&E, humanitarian accountability, information management, and learning processes.
- Developing the MEAL system based on local capacity, cost-effective approaches, and sustainable processes.
2. Monitoring, Evaluation, and Information Management:
- Ensuring all approved projects have M&E and information management processes aligned with the country-level MEAL system and required standards.
- Systemizing monitoring processes to meet donor requirements and avoid duplication.
- Developing tools for data collection and analysis, ensuring data validity and quality.
- Presenting M&E and accountability findings at program review meetings and providing timely and accurate reporting.
- Supporting the implementation of feedback and complaints mechanisms.
- Managing complaints and ensuring proper filing and confidentiality.
- Overseeing data management and supporting innovative practices to improve organizational efficiency.
3. Learning and Reporting:
- Establishing a learning culture within the organization to document best practices and learnings.
- Organizing and archiving all MEAL-related data, reports, and records for future reference.
- Providing regular reporting to senior management.
- Conducting assessments and special studies as needed.
- Extracting lessons learned and good practices from projects.
4. Management, Capacity Building & Coordination:
- Collaborating with program managers and project officers to use collected information for management improvement.
- Ensuring data collection plans are in place and resources allocated appropriately.
- Managing day-to-day M&E tasks and ensuring high standards.
- Developing a capacity development plan for the MEAL unit and team members.
- Participating in program design and proposal discussions.
- Promoting the importance of MEAL within the organization.
- Effectively managing the MEAL budget.
- Visiting partner offices to support M&E implementation and identify adaptation needs.
Qualifications and Experience:
- Bachelor's degree required, master's degree preferred, with a specialization in a quantitative field.
- Thorough knowledge of writing technical MEAL reports.
- Minimum of 5 years of professional working experience in MEAL within the humanitarian and development sector (preferably in the education sector).
- Experience in establishing a fully functional MEAL system for an organization.
- Experience in leading surveys from design to report writing.
- Proficiency in MS Office applications and project management software.
- Knowledge of data collection software, such as KOBO.
- Native Arabic and English proficiency
