Country Assistant Human Resources Officer

General Purpose of the Position

The Assistant Human Resources Officer’s main responsibility is to assist and support the Country HR Officer in her/his management of JRS HR at the country level. The Assistant HR Officer and the Country HR Officer shall consult frequently and discuss issues affecting JRS Personnel/Staff in the country including the implementation and development of projects. The AHRO can be delegated to deputize the Country HR Officer when required.

Main Responsibilities of the Position

1. Assistance in the implementation of HR aspects :

  • Contributes to the safeguarding of the vision, identity and unity of JRS Lebanon at all levels.
  • Supports the Country HR Officer in her/his main duties and responsibilities, deputizing for her/him when requested.
  • Supports the implementation of JRS HR Policies .
  • The Assistant HR Officer supports the staff through regular field visits with proper reporting to the Country HR Officer after the visits.
  • Maintains regular communication and reporting to the Country Director and Country HR Officer on major HR issues and developments in the country or in JRS.
  • Maintains good and healthy working relationships with JRS Lebanon personnel.

2. HR Administration & Communication

  • Handles Recruitment: manages online posting, longlisting, scheduling of tests and interviews, participates in interviews for certain positions, follows-up on feedbacks, sends regret letters, and conducts background and reference checks etc.
  • Maintains a pool of potential candidates for all posts.
  • Handles HR data entry and ensures that the HRM system is updated for assigned projects.
  • Handles and maintains staff/volunteer files (collecting documents from projects; preparing and keeping files complete and updated: leaves, end of contract) for assigned projects.
  • Updates and maintains JRS Lebanon staff list.
  • Follows up on volunteers & interns: filing, documents, process.Handles staff and children’s insurances. 
  • Ensures all staff contracts & timesheets are precise.
  • Informs staff about holidays, changes of staff, etc.
  • Handles NSSF and MOF registration.
  • Follows up on legal requirements when requested [e.g.  NSSF: hospitalization, documentation]

Available for other tasks that are requested which are within the ambit of an AHRO.

Qualifications & Skills:

  • Bachelor’s degree in Human Resources, Business Management or any other related field
  • At least 2 years of experience in the HR administration or relevant role. Previous experience in a humanitarian organization or context is an asset.
  • Full understanding of HR Functions and best practices.
  • Good understanding of Labor Laws.
  • Strong interpersonal, communications and facilitation skills.
  • Ability to deal with complex and/or divisive issues.
  • Ability to work effectively in a cross-cultural environment with a multi-national staff.
  • Openness to change and ability to manage complexities.
  • Highly approachable, trustworthy and maintain confidentiality.
  • Good knowledge of English and Arabic, both spoken and written is required.
  • Excellent skills in Microsoft Office (Word, Excel, PowerPoint).
