a. Brief information on the project

The GIZ project Peaceful coexistence in refugee hosting communities in Lebanon (PCL) seeks to improve peaceful coexistence in host communities in North Lebanon and Akkar. The approach includes participatory needs assessment rocesses and local initiatives targeting refugees and Lebanese communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened. The project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

• Output 1 - Local actors are strengthened in terms of capacities and competencies for participatory processes in peacebuilding.
• Output 2 - Action plans to meet the needs for the peaceful coexistence of Syrian refugees and the host population have been agreed.
• Output 3 - Initiatives for addressing the needs for peaceful coexistence in a gender-sensitive way have been implemented at the local level.

The GIZ project “Support for disadvantaged, peripheral neighborhoods in Lebanon through Cash for Work (CfW North)” aims at increasing the socio-economic resilience capacities of vulnerable people in North Lebanon and Akkar through short-term employment using Cash for Work.

Security company to provide guards to secure North Cluster Chekka office

b. Context

The Security company should provide Security service/Protection (1 security guard on duty at any given time) for GIZ North Cluster Chekka office

The contractor shall provide the following work/service:

• Provide one security guard on duty 24/7 to deal with access control, security and safety of the office premises, properties
• Provide immediate replacement for guards in case someone is on leave or couldn’t make it for any reason
• Following up with the guards on daily basis to make sure that they show up on time
• Assign one person from the company as a focal point in order to get back to her/him for any concern, feedback or request
• To report any incident or suspicious activity to GIZ
• “Security Personnel” shall be uniformed and wear appropriate identification badges as approved.
• A proper rotation of the duties as needed.
• The guard should be provided with one SIM card having Internet data.
• This SIM/Number should always remain the same and not change with the shifts of the guards.
• Invoice and timesheets for the guards as payment deliverables.

Tender requirements

1. Qualifications of proposed staff and company

1.1 Experts:

1.1.1 General qualifications 

• All security personnel should be in appropriate physical and mental state and has the needed qualifications so as to be able to deliver the best possible services of the contract. (2.2.1)
• “Security Personnel” should have fluency in Arabic language (spoken and written) and basic knowledge in English (spoken will suffice) (2.2.2)
• “Security Personnel” must have 5 years of work experience with at least 3 years of experience related to the security field (2.2.3 - 2.2.4)
• “Security Personnel” shall be properly trained and licensed, in accordance with local law, to perform security services (2.2.4)

1.1.2 Experience in the region/knowledge of the country

All guards should reside within 30km from the workplace and have very good knowledge of the area (2.2.6)

1.2 Company:

1.2.1 General qualifications

• Legally registered company with very good profile (1.1)
• A well-reputed, experienced and professional security services company (1.2)
• Work experience with large multinationals, international organizations and foreign diplomatic missions (1.3)
• The company should provide their own staff to deliver the requested. No sub-contracting is allowed. All “Security Personnel” must be the employees of the security company (1.4)
• The company must have efficient and effective logistic and communication supports and facilities (1.5)
• The security service provider will have to maintain a pool of additional guards to cover for the absence of regular guards due to leave, sickness or other reasons.
• The security service provider must have a systematic reporting procedure on current risk/ threat analysis including any other factors/ situation having effect on safety and security of the personnel and office.

1.2.2 Experience in the region/knowledge of the country

The company should be located in Lebanon and have very good experience in chekka area (2.1)
