  1. About Oxfam:

Oxfam is a global movement of people, working together to end the injustice of poverty through campaigning and responding to the needs of the poor. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

  1. Backgrounds

 

After the severe impact of the economic crisis affecting women to practice hygienic management of menstrual hygiene, looking for more sustainable long-term alternatives to replace disposable pads like the reusable pads become even more urgent. Within the framework of the DANIDA (Towards more protected, resilient, and self-reliant crisis-affected communities in the Baalbek District of Lebanon and Rural Damascus in Syria) .Oxfam is planning to conduct MHM awareness campaign with the below objectives:

  • Raise awareness on the importance of utilizing sustainable menstrual products and promote their adoption as an environmentally friendly and cost-effective alternative.
  • Raise awareness that specifically target men and boys, aiming to reduce the stigma surrounding menstruation and to create safer, more supportive spaces for women and girls to manage their periods with dignity and without prejudice.

 

Under this project, Oxfam is seeking to recruit a firm or a consultant to prepare a “Module” with specialized materials, activities and content on menstrual hygiene management that are interactive, simple, and not time consuming (contextualised for women, girls, men and boys lives in informal settlements), and to provide awareness campaign to 200-250 individuals in venue setup in North Bekaa.(locations to be determined)

 

  1. OBJECTIVE OF THE ASSIGNMENT,SCOPE OF WORK AND DESIRABLES AND TIMEFRAME:

 

The primary objective of the assignment is to prepare a “module” and the content should include the below inputs:

 

  1. Sustainable menstrual products ( what are the materials, method of usage, advantages of each type)
  2. How to promote their adoption as environmentally friendly and cost-effective alternative
  3. How to shift towards more sustainable MHM solutions
  4. Inclusion awareness for men and boys to mitigate stigma towards menstruation

 

The secondary objective of the assignment is to provide four awareness sessions ( two sessions for women and girls and the other target men and boys)

  1. Consultant qualifications/ skills, experience, and knowledge:

Essentials:

  1. Strong technical knowledge and experience with designing material and modules related to MHM.
  2. Experience in conducting awareness campaigns
  3. Ability to conduct awareness campaign in north Bekaa region
  4. Experience in capacity building including (designing and delivering different training methods, modules and excellent facilitation skills).
  5. Good interpersonal and communication skills.
  6. Demonstrated ability to work in a multi-cultural environment and ability to establish good and effective relationships with refugee community members.
  7. Excellent written and spoken Arabic is essential, as well as a good working knowledge of English.

  2. Commitment to humanitarian principles and action.
  3. Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.

5.  Payment and instructions for interested consultants

 

Payment will be done  upon Oxfam’s approval of the final report and completion of service.

Note that payment will be made based on the budget in the offer (not based on actual expenses incurred by the consultant). No receipts will be requested from the consultant towards the end of the contract. 

 

The consultant should state the modality of payment (fresh, regular check transfer) and share MoF number registration document scanned if registered.

  1. A detailed CV for the consultant.
  2. A maximum 2-page document outlining similar previous consultancies (along with an explanation of the purpose of the consultancy, who the contracting authority was)
  3. A brief proposal which includes a detailed methodology and an outline of the awareness sessions that includes (title of each activity, objectives and short description).
  4. A one-page budget of the offer, covering all major anticipated costs including estimated costs communication and transportation.
