Vacancy Notice – Public Procurement Expert

Assignment Description: Preparing and delivering a full day training session on public procurement and its implementation in municipalities for 25 emerging women leaders.

DRI is looking for an expert in Public Procurement to train a cohort of 25 emerging women leaders who aspire to compete for a political mandate at the municipal level.

 

Background

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. It has been established in Lebanon since 2016. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.   

In the framework of its Lebanon project “A bottom-up reform agenda for Lebanon: Supporting youth, women, and civil society actors to expand civic space”, DRI has been empowering civic actors, particularly women and youth to participate in the political process and has been training women leaders through an extensive capacity support program on several topics related to good governance and soft skills.

Therefore, DRI is looking for a Public Procurement Expert to train a cohort of 25 women leaders on the new public procurement law N. 244/2021 and how to apply it in municipalities, what are the processes to follow, the means of complaints, etc. S/he will also examine the challenges as well as the legal and technical constraints for its effective implementation in Lebanon.

 

Duties and responsibilities

Under the supervision of DRI’s Programme Manager, the Expert will:  

  • Develop interactive and detailed training modules, a training session plan, and all accompanying background materials (½ expert day);   
  • Deliver a full-day training session to 25 women leaders following an interactive, engaging approach, e.g., discussion activities, exercises, role plays (One expert day);  
  • Prepare pre- and post-training test modules to be shared with the participants before and after the training sessions, once validated by DRI;  
  • Once the training is completed, submit a training report summarising the training outcomes and the pre/post tests’ results, and reflecting the trainees’ increase in knowledge as per the template provided by DRI (½ expert day).  

 

 Your Skills & Experience  

  • A university degree in law, political studies, finance, or relevant fields; 
  • At least 7 years of experience in public procurement procedures;
  • Deep knowledge of the Lebanese financial context and municipal processes;
  • Proven experience in training on public procurement or municipal procurement using interactive methods;
  • Working proficiency in Arabic and English.
