Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious Humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights-based approaches, to conflict affected populations. PU-AMI in Lebanon has been implementing emergency and recovery projects in Shelter Rehabilitation, Protection, Health, and Mental Health and in Livelihood Recovery sectors.

OVERALL MISSION
- GENERAL OBJECTIVE
Under the technical and direct supervision of the Protection Team Manager, s/he is in charge of overviewing the community-based protection (CBP) component conducted at base level, ensuring that quality standards are met and providing guidance and capacity building to the Social Workers (SWs)
The CBP Supervisor position’s major objectives are to properly achieve the following global tasks:
- Monitor, supervise and provide technical inputs for the community-based protection activities, including structured and unstructured PSS activities, life skills sessions, key community members’ capacity building and led initiatives, awareness raising sessions, and the management of the outreach volunteers in the area of intervention;
- Provide guidance, support and capacity building to SWs throughout the implementation of the CBP component;
- Coordinate with the Protection Team Manager and provide regular feedback to ensure that activities are implemented according to the agreed action plans and that targets are met;
- Support protection field staff and other teams on specific protection issues to develop good practices and acquire skills and knowledge.
- RESPONSIBILITIES AND TASKS
1. COMMUNITY BASED TECHNICAL GUIDANCE, SUPPORT and QUALITY MONITORING
- Contribute to the design and lead the implementation of CBP activities, including but not limited to key messages’ dissemination, awareness-raising sessions, community-based PSS sessions and life skills sessions, KCM community led-initiatives, protection case identification, referrals and follow-up;
- Conduct on-the-job coaching by attending activities and providing feedback to SWs;
- Provide support to the SWs in the identification and capacity building of KCM;
- Guide and support SWs in the development of community-led initiatives with KCM;
- Contribute to the development of communication material on protection topics;
- Contribute to the development and roll out of need assessments (surveys, FGD, KII);
- Provide guidance and support to SWs while supervising OVs;
- Propose and support community-based events, in coordination with community volunteers, other teams members, aiming to raise awareness on protection topics;
- Organize individual weekly and monthly meetings with SWs;
- Ensure best practices, good communication and PFA/PSS provision when supporting cases;
2. CAPACITY BUILDING
- Assist the Protection Team Manager in developing a capacity building plan for social workers;
- Provide on the job coaching to social workers through attending activities, shadow trainings and ad hoc support;
- Ensure capacity-building of the team through trainings and technical guidance (protection principles ,facilitation skill, Protection mainstreaming, CP, GBV…)
- Train SWs on how to conduct FGD, surveys and outreach activities.
3. REPORTING
- Gather all data from the SWs (attendance sheets, time sheets, IDs…) and share them with the Protection Team Manager;
- Share weekly updates with Protection Team Manager on targets achieved, implementation challenges, next steps and recommendations;
- Submit quality reports to Protection Team Manager as scheduled including but not limited to monthly, quarterly and annual reports.
4. HR AND TEAM MANAGEMENT
- Supervise and manage Social Workers including daily management, capacity development, performance appraisal;
- Coordinate the work of Social Workers, incluidng work plans, progress toward targets, and frequency of submitting collected data;
- Ensure that Social Workers and Community Outreach Volunteer have the necessary information on the provided services and properly understand the activities to be implemented in the framework of the projects;
- In collaboration with the HR department, participate to recruitment process(es) of Social Workers (shortlisting resumes, correcting tests, conducting interviews, etc.);
- Brief newly recruited Social Workers on their roles and responsibilities;
- Participate in the recruitment for the Outreach Volunteers;
- Ensure the adherence of SWs to all PU-AMI’s policies, rules and regulations;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and line manager;
- In collaboration with the PTM, monitor and provide objective feedback related to the performance of the Social Workers (including staff performance appraisals) to promote professional development;
- Coordinate with the SWs to collect logistics needs for training and activities and timely share them with the PTM along with any other information needed;
- Solve team conflicts and ensure team building and discipline;
5. COORDINATION AND REPRESENTATION
- Organize information meetings with the SWs in concerned municipalities in order to present PU-AMI Protection intervention and explain the CBP component;
- Build and maintain relationships with external actors, community members & other stakeholders;
- Regularly coordinate with the Referral Officers and actively contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area of implementation;
- Participate in coordination meeting as requested by the Protection Team Manager.
6. ACCOUNTABILITY
- In coordination with the HR department, contribute to making sure that PU-AMI’s Protection against Sexual Exploitation, Abuse and Harrassment (PSEAH) policy and Child Protection policy are understood and respected by all involved staff and for all activities;
- In coordination with the MEAL department, contribute to the quality and accessibility of the FCRM through the helpline.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.
QUALIFICATIONS
Mandatory requirements- Language skills: Fluent in Arabic and English
- Education degree: University degree in social work, community development or another relevant degree;
- Work experience: Minimum 2 years experience in protection with a humanitarian organization, including at least 1 years of experience in supervising CBP actitivities;
- Computer skills: Good knowledge of Microsoft Office
- Others:
- Good knowledge in protection and social related topics
- Excellent communication and listening skills with persons of concerns (displaced and host populations)
- Effective stress management
- Ability to work under pressure and with short deadlines
- Good problem solving skills
- Good knowledge of the humanitarian context in Lebanon
