Terms of Reference Gender Expert for Task Force Establishment at ALI

BACKGROUND:

The ILO is implementing the project Women in Management Initiative (WIMIN) on supporting women to reach management and leadership positions in firms and workers’ and employers’ organisations in Lebanon. It is based on the theory of change that if women had the opportunity to rise to senior positions, and firms and organisations had the information and support on promoting gender equality, it would help women, employers’ and workers’ organisations, and firms, reach 33 percent critical mass, at which organisational change towards gender equality is seen to be catalysed. For workers’ organisations this means increasing the number of female members and developing their capacity to participate in trade unions and progress to positions of decision-making.

In line with its objective, the women in management project is i- supporting ALI to review its membership strategy in line with gender considerations ii- support ALI in creating a women task force. The Gender Expert will be engaged to support the establishment of a Task Force under the framework of the Association of Lebanese Industries (ALI) in collaboration with the Women in Management project (WIMIN) initiative funded by the International Labour Organization (ILO).

Under this assignment, the purpose will be to revitalize the concept of the Task Force, emphasizing gender inclusivity and empowerment within ALI and to review the membership strategy ensuring it incorporates gender inclusivity both in its content and language.

OBJECTIVE

1: To establish the Women task force with the participation of at least 8 women, develop its mission and objectives, placing a strong emphasis on gender inclusivity and empowerment.

2: To amend the membership strategy of ALI ensuring it incorporates gender inclusivity both in its content and language.

3: To provide guidance and support to Task Force members in defining their roles and responsibilities, ensuring effective collaboration.

4: To identify and formulate potential actions and initiatives as part of the Task Force's mandate, aligning with the Strategic Action Plan and Participatory Gender audit recommendations of ALI.

RESPONSABILITIES

The Gender Expert's responsibilities include but are not limited to:

  1. Conduct a comprehensive review of the previously developed Terms of Reference for the Task Force.
  2. Support ALI in  identifying among its members and external ones  who could be member of the ALI women taskforce  and  engage with them to seek their interest in joining the taskforce.
  3. Facilitate sessions at the association of Lebanese industrialists with Task Force members to formulate a clear mission statement with a gender-inclusive perspective.
  4. Define roles and responsibilities for Task Force members to ensure structured and efficient collaboration.
  5. Identify and develop potential actions and initiatives in alignment with the Task Force's mandate and the broader goals of ALI.
  6. Work closely with ALI to ensure that the Task Force's activities promote gender inclusivity and empowerment.
  7. Support the drafting of the adaption of membership staregy and brochure to include a gender inclusive perspective and to look for engage with future women led industrialist that can become members.
  8. Provide initial training sessions to members of the Task Force to equip them with the necessary knowledge and skills.

DELIVERABLES

Deliverable 1: Adapt the existing Terms of Reference (ToR) for the task force creation and adapt ALI's membership plan in line with ALI strategic plan and PGA recommendations, and present an action plan for Task Force creation – This should be reviewed and approved by ALI. (3 days)

Deliverable 2: Establishment of the Task Force within a 5-day timeframe.

Deliverable 3: Conduct 1 day of training and presentation sessions for selected members, focusing on the established structure and roles of the Women Task Force. 2 days

Deliverable 4: Update the membership strategy for ALI ensuring it incorporates gender inclusivity both in its content and language. The membership strategy should explicitly outline the measures ALI will take to promote the inclusion of women-owned/led businesses or gender-inclusive businesses, thus guaranteeing gender-inclusive approaches. – This should be reviewed and approved by ALI. (6 days)

Deliverable 5: Draft a brochure supporting the engagement with women: Drafting or adapting ALI members’ promotional material looking to integrate a gender inclusive approach and focusing on attracting women members. This is aimed to be used for attracting more women to the task force in particular and to ALI in general.  2 days

PAYMENT

Three instalments upon completion and submission of deliverable upon satisfaction of the ILO.

Payment of 40% upon completion of Deliverables 1, 2 and 3 and clearance by ILO

Payment of 40% upon completion of Deliverables 4 and clearance by ILO

Payment of 20% upon completion of Deliverables 5 and clearance by ILO

QUALIFICATIONS

  1. 10 years + of similar working experience
  2. Master degree in social sciences, gender studies and other related fields
  3. Previous experience working with women business networks, employers organizations or civil society organization promoting women empowerment.
  4. Fluent in English and Arabic
  5. Experience in gender-related work;
  6. Excellent command of oral and written Arabic and English;

  • Rate per day and work plan including number of days for each deliverable.
  • Samples of previous similar working experience

Total working days: should not exceed 20 days depending on proposed workplan.

Contract Duration: 18 days between November 15 and December 15 2023
