The purpose of this position is to support the WASH sector coordination efforts in collaboration with the sector lead. The Co-Coordinator will collaborate closely with the sector coordinator and the sector leads (UNICEF and Ministry of Energy and Water – MoEW) to ensure the functional and efficient humanitarian-stabilization coordination of the WASH sector. S/He should possess the operational capacity to comprehensively understand the geographical areas encompassed by the WASH sector and should demonstrate proficiency in all the technical aspects related to the WASH Sector. Moreover, this position will relate with WASH sector expertise within *World Vision International, in order to enrich WASH sector coordination with experiences and learning from other humanitarian responses around the globe.
MAIN RESPONSIBILITIES
Proactively work with the sector coordination team, sector partners and other relevant stakeholders, to ensure functional, effective coordination platform that fulfils the 6+1 core coordination functions and accountability to affected populations as per the Minimum Requirements for Coordination guidance.
Maintaining accurate documentation of minutes of meetings
Developing appropriate guidelines, SOPs and standards through appropriate coordination mechanisms such as a taskforce or sub-working group.
Identifying and addressing cross sectoral priorities through appropriate coordination mechanism
Creation and continuous management of the project list related to WASH
Ensuring the proper coordination and participation at the national working group, and sub national’s groups.
Participating in the WASH sector Core Group (Strategic Advisory Group) meetings and ensure that the critical and strategic issues are discussed and endorsed by the Core Group, and the discussions and decisions are communicated with the sector members.
Representing the sector in a different forum in the absence or on request of the sector coordinator.
Administering appropriate coordination and support to the WASH sector partners
Facilitating and organizing joint field visits with relevant stakeholders in the WASH Sector
Promoting emergency response actions while ensuring early recovery planning, prevention, and risk reduction measures.
Co-facilitating mapping of partner presence and monitoring response capacity, (staff capacity, prepositioning WASH emergency supplies etc)
Reviewing WASH emergency response plans by the member agencies
Facilitating internal sharing and ease of access of WASH reports and related tools
Supporting and reviewing the designs of hygiene kits in alignment with emergency contexts
Advocating for donors to fund WASH humanitarian actors to carry out priority activities in the sector.
Supporting the WASH sector in safeguarding access to people in need of WASH services and access to their locations.
Supporting the engagement of stakeholders in public and private sector, as well as in academia and the humanitarian community to participate and collaborate towards attainment of WASH sector strategic objectives.
Leading on water related assessment and identifying needs and gaps to be communicated within the sector.
Collaborating with the sector lead in formulating strategic plans to achieve the sector’s strategic objectives and targets
Co facilitating knowledge exchange platforms, drawing lessons learned and recommending best practices.
Fostering and maintaining connection and effective communication with other clusters, such as health, GBV, shelter...
Participating in inter-sectoral discussions, ensuring that the sector position, interests, and priorities are fully considered and integrated in the planning and agenda setting.
Maintaining close linkages and collaboration with UNICEF (the WASH cluster lead agency), and other UN agencies.
Conducting monthly briefing meeting with World Vision Lebanon Team
Coordinating within WV’s global WASH technical group, to mobilize expertise, technical support, and resources.
Perform other duties as required.
Required Professional Experience
Min. 5 years’ experience with UN / NGO and/or international organization implementing WASH program activities in emergency settings.
Demonstrated experience in humanitarian cluster group coordination and co-coordination.
Good analytical and writing skills.
Good interpersonal skills, relationship building and cross-cultural sensitivity.
Excellent computer skills.
Proven administrative and record keeping skills.
Excellent communication skills.
Required Education, training, license, registration, and certification:
Bachelor’s degree in civil / environmental engineering or relevant field
Master’s Degree is a plus
Travel and/or Work Environment Requirement
Position requires willingness and ability to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
Language Requirements:
Fluency in written and Spoken English, Arabic Language is a plus
