Since opening its office in Beirut, GIZ has been supporting the German-Lebanese development cooperation. With the overall aim of sustaining the country’s stability, promoting its economic growth and improving the living conditions of the population in Lebanon, GIZ works in the areas of education, water, sustainable economic development, and social participation and conflict transformation. GIZ coordinates closely with the Lebanese Government to implement its projects in alignment with national policies. In Lebanon, our main commission party is BMZ with substantial co-funding from the European Union.
GIZ Office Beirut requires the services of a reputable, well established, and reliable transportation offering firm that provides vehicles and drivers with requisite experience, education and other resources to provide transportation services to GIZ, as and when required (on call basis) that are reachable at all times for making taxi bookings.
The project areas mainly include but are not limited to Beirut and North Lebanon. The project will also include the provision of services in other areas of Lebanon (i.e. South Lebanon, Bekaa ..etc.)
Tasks to be performed by the contractor.
The transportation service provider herein after referred to as the “company” is responsible for providing the following services:24/7 availability for transportation services throughout the Lebanese territories upon prior booking.
- Ensuring prompt and reliable pick-up and drop-off services.
- Vehicles that are always well-maintained and clean.
- Professional drivers that are courteous and well-trained in customer service.
- A number of model cars ranging from a 4-seater to a 24-seater buss.
Vehicles:
The vehicles provided to GIZ must acquire the following criteria:
- The vehicles must be in excellent condition and not older than 2015 model.
- The Vehicles must be equipped with air conditioning system and anti-lock braking system (ABS).
- The need of the vehicles may range from regular,1-3 passenger car “regular car”, 7 seater,H1 “mini bus” to 20-30 passenger bus.
- The complete toolkit should be available including but not limited to (Tool Box, High Visibility Vest, Warning Triangle, Car Jack, Fire Extinguisher, Wheel Brace, First Aid Kit, Emergency Blanket, Flashlight and batteries, Jumper Cable and Gloves, vehicle tow cable and mobile phone holder).
- All vehicles must be comprehensively insured and have a third-party insurance.
Should GIZ demand a vehicle is replaced at any given time, the contractor shall do so within 2 days.
All maintenance cost, fuel, lubricant, and or any other consumable costs related to the vehicles will have to be covered by the company.
Safety Measures:
- The company must adhere to all safety regulations and standards set by the Lebanese government.
- The company should provide proof of insurance coverage for the vehicle and passengers.
- Seatbelts must be always equipped and functional.
- The company shall be responsible for the security of the passengers, driver, vehicle or any items coming along with the vehicle. GIZ will not be responsible for any loss whatsoever due to security risks, negligence of driver or otherwise.
Compliance with Local Laws:
- The company must comply with all local regulations and laws related to transportation services.
- The company must possess all necessary permits and licenses required to operate as a company in Lebanon.
- The company must be registered with tax authorities and must provide vehicles that do not have any tax related obligations which have passed the mechanical checks as per the Lebanese law and regulation.

3. Submission of bids:
If you are willing to provide the service, you are kindly requested to abide by the following instructions:
The offers/Proposals shall be sent in TWO separate emails to the following email:
Latest by Tuesday December 5th, 2023, till 23:59 o’clock (Beirut Local Time).
Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.
Two Emails shall be sent, one for the Technical Offer and another email for the Financial Offer.

The offers shall be submitted in English language only.
The offers shall be signed & stamped.
The financial offer must be in USD only including VAT, should be valid at least for Four Months after the submission date (Please mention it in your offer).
You shall not be reimbursed for your submitted offers.
Technical and Financial offers/Proposals (in two Separate Emails),
i- Technical Offer/Proposal which consists of:
- Two reference projects with similar scope of work of a minimum commission of 50000 Euros
- Company’s legal documents, company registration and MoF registration.
- Company's annual turn over for the past three years
- Company’s declared shareholders or owners (copy of the legal attestation)
- Company’s Portfolio or background including how many vehicles are available and how many staff members are currently employed.
- Portfolio of the vehicles, including pictures and specifications (please mention if AC, seatbelts, ABS..etc are available).
- Copy of all insurance policies and clearance on vehicle taxes obligation and mechanical reports.
- Data sheet of the vehicle’s toolkit including pictures.
- Drivers updated resumes (5 drivers), including a copy of their driver’s license.
- GIZ general terms and conditions signed, dated, and stamped.
- Self-declaration EU-Russia sanctions signed, dated, and stamped.
- Kindly note that any price indication of any item in the technical offer may lead to disqualification.

ii- Financial Offer/Proposal, which should consist of:
- Financial proposal in USD including Taxes/VAT (Annex 1 Financial Offer Format).
- Financial proposal includes the date and the company’s Tax registration number at the Ministry of Finance.
- Bank account details of the company inside Lebanon.

The technical offer has a weighting of T:70% and the price offer F:30%
The following formula will be used:
Technical evaluation of bid * 70% / Technical evaluation of best bid + most economical bid*30% / price of bid
iii Additional Conditions:
The currency of the contract is USD. The employer shall not be responsible for any currency fluctuation.
The payment will be made via bank transfer to the consultant’s local bank account “fresh money”.
Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive separate notice to this effect.
Non -compliance may result in your bid not to be considered.
