  1. Required qualifications, competences and experience

Qualifications

  • Completed university degree in a relevant field such as social sciences, international development, public policy or a related field

 

Professional experience

  • 7-10 years proven professional experience in development cooperation and/or in the field of social protection systems, ideally in the context of the Middle East or Lebanon
  • Sound knowledge of the functioning and challenges of social security systems, in particular basic social security, as well as their political, social and economic framework conditions
  • Long-term / proven professional experience in the design of social protection measures in fragile contexts
  • Experience in project development, implementation and monitoring, including the ability to coordinate complex processes and achieve results
  • Ability to work with various stakeholders, including government agencies, civil society organisations and international donors
  • Excellent communication and presentation skills in English; knowledge of Arabic is an asset
  • Willingness to business travel and ability to adapt to different cultural and work contexts

  1. Tasks & Responsibilities

 

  • Development, implementation and monitoring of projects in the field of social protection systems, taking into account the specific needs and challenges in Lebanon
  • Advising and supporting government authorities, non-governmental organisations and other relevant stakeholders in the design and implementation of social protection measures
  • Analysis and evaluation of existing social security systems in Lebanon, identification of weaknesses and development of measures to harmonise, expand coverage and inclusiveness and improve effectiveness
  • Capacity building and training of local actors in the field of social protection systems, including knowledge transfer and support in developing expertise
