Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient by responding to immediate needs and strengthening their socio-economic empowerment.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Protection, Health and in Livelihood Recovery sectors.
SUPERVISION
Under the direct supervision of FIELD COORDINATORunder the technical supervision FIELD COORDINATORunder the overall supervision FIELD COORDINATOR in supervision of HUMANITARIAN AFFAIRS OFFICEROVERALL MISSION
- GENERAL OBJECTIVE
The Humanitarian Affairs Advisor (HAA) supports the Field Coordinator to facilitate implementation of activities and ensure coordinated humanitarian access, b:
- Monitoring the humanitarian context, identifiying the potential constraints and/or changes that may impact proper access to the assisted populations in the areas of intervention;
- Supporting the security & safety management of activites, staff and premises for all Akkar and Tripoli operations
- Liaising on constant basis with key stakeholders (donors, municipalities, associations, government, etc.) upon delegation from and oversight of Field Coordinator.
- RESPONSABILITIES AND TASKS
- SUPPORT CONTEXT ANALYSIS AND HUMANITARIAN ACCESS
- Ensure that the common speech of the NGO is disseminated to staff and enforced at field level towards local stakeholders and beneficiaries in the areas of intervention;
- Ensure data collection, crosschecking and in-depth analysis of information related to the context within the area of intervention; provide regular and ad hoc (if needed) formal reports to the Field Coordinator;
- Collect, verify, analyze and report information that may affect the humanitarian access for assisted populations (climate hazards, civil unrests, security incidents)
- Actively participate in regular or ad hoc humanitarian meetings, take notes and provide qualitative minutes/reports when needed;
- Immediately alert the Field Coordinator in case of impending danger, or incident affecting the teams and/or the assisted population;
- In case of incident related to humanitarian access affecting PU-AMI teams or activities, report immediately, orally to the Field Coordinator, and provide access incident report in the 24 hours following the incident.
- Monitor compliance of PU-AMI’s staff and activities with regards to humanitarian principles
- SUPPORT THE SAFETY AND SECURITY MANAGEMENT OF PU-AMI ACTIVITIES, STAFF AND PREMISES
- Conduct Regular (and adhoc when necessary) in-depth risks analyses and report to Field Coordinator;
- Participate in the elaboration and constant update of program documentation;
- Contribute to project proposal writing for sections within his/her scope (security, context analysis, risk analysis, etc.);
- Provide a bi-weekly SitRep updating the humanitarian context analysis shared with the Field Coordinator;
- Monitor the overall daily staff movement and provide regular feedback to staff on safety;
- Review weekly movement plan in coordination with logistics and advise the Field Coordinator on movement to restricted areas;
- Ensure follow up of incidents affecting PU-AMI staff, provide regular updates to Field Coordinator and submit incident report in the 24 hours following the indicent;
- Support safety of staff during and after working hours through a proper communication set-up, in coordination with Field Coordinator, Logistics Manager and local authorities when needed in the areas of intervention (Akkar and T5);
- Set up a wide network of focal points in the area of intervention and regular liasioning to retrieve updated, accurate and timely information;
- Design and provide contextual briefings as a part of new staff/visitors induction plan when they are joining the organization;
- Develop and provide ad hoc reportss, briefings, and presentations to field annd Coordination teams upon request of the Field Coordinator;
- Monitor the respect of operation rules and procedures agreed with relevant stakeholders;
- Carry out regular field visits in area of intervention to monitor activity implementation with regards to respect of security and safety procedures;
- Provide regular trainings and/or refreshers to PU-AMI employees (including temporary workers) on security and safety issues;
- Participate in the elaboration and constant update of the Base Security Plan and the related set of security forms and documentation; propose changes based on context evolution to the Field Coordinator;
- In coordination with the Logistics Manager, review the security set-up of all premises and propose adjustments as required to the Field Coordinator;
- In absence of Field Coordinator, be the focal point for the security matter of both areas of intervention;
- Actively participate in the Base Information Management Team (BIMT), and share updates on access, security, restricted areas, and movements.
- CONTRIBUTE TO REPRESENTATION, LIAISON AND EXTERNAL COORDINATION
- Contribute stakeholder analyses and mapping when requested by the Field Coodinator;
- Attend and actively participate in the relevant meetings with local partners, stakeholders and donors, take notes and provide qualitative minutes/reports when requested;
- Participate in the overall representation of the organization towards local actors, and provide qualitative minutes/reports, when requested by the Field Coordinator;
- Collect relevant program information from technical departments, in coordination with the Field Coordinator, to write activity progress reports to be shared with key stakeholders
- Support the Field Coordinator in communication and networking with all relevant stakeholders, by organizing regular bilateral meetings to provide updates on PU-AMI’s activities, facilitate humanitarian access, identify jointly needs and populations of concern (PoC).
- TEAM MANAGEMENT AND CAPACITY BUILDING
- In collaboration with the HR department, participate in the recruitment process(es)of staff under his/her line management and support, if needed, in: drafting job descriptions/technical tests/interview forms, shortlisting resumesand conducting interviews;
- Brief newly recruited personnel under his/her management on their roles and responsibilities;
- Ensurethe adherenceof his/her subordinates to all PU-AMI'spolicies, rules and regulations;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI's Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals,leavesmanagement, trainings and capacity building, etc.) in collaboration with the Human Resourcesdepartment and Health Coordinator;
- Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals)to promote professional development;
- Provide technical support and guidanceto the Humanitarian Affairs Officer;
- Solve team conflicts and ensure team building and discipline.
It is expected that the Humanitarian Affairs Advisor will spend at least 50%of their working time outside the main office for field monitoring visits, network development and participation to external meetings.
The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
- MAIN PRIORITIES OF THE DEPARTMENT – FOR FIRST 3 MONTHS of EMPLOYMENT
- Develop stakeholder networking in existing and new areas of intervention, conduct and support humanitarian assessments in potential areas of intervention
- Prepare a training plan for all staff on specific communication and safety rules, humanitarian principles, and develop support documents/materials for that purpose;
- Finalize security action plan in coordination with Logistics Manager and Field Coordinator.
QUALIFICATIONS
Mandatory requirements- Language Skills: Fluent in Arabic and English (speaking/ reading/ writing).
- Education Degree: University degree in Humanitarian Affairs/Political Sciences or a related field.
- Work experience: 3 to 5 years professional experience in humanitarian access function, specifically in the area targeted. Experience in security management is mandatory. Experience in logistics management is preferable but not mandatory;
- Excellent knowledge of Akkar and T5 Governorate and needs prevailing in the area;
- Computer skills: Very good knowledge in Microsoft Office (Word, Excel, Outlook), Google Earth and Google Maps, notions in using ARCGIS (desired).
