Finance Application Regional Officer

Within the Finance Department, the Finance Applications Support Unit maintains, develops, and administers a different range of applications used by the Finance departments, such as Unifield, WeFin.
The Finance Applications Support Unit is the center of expertise for the applications and their data structure.

As a Finance Applications Regional Officer (FARO), you are a member of the Finance Department, and you report to the FARO Team Leader. You provide the following type of support to the missions:

• Finance Applications training and coaching to projects Finance staff
• Finance Applications training documentation’s updates
• Finance Applications deployment in new interventions and projects
• Finance Applications user’s support to the interventions
• Field visits to support the best usage of the finance applications in OCB interventions
• Training and support on financial tools according to new needs

MAIN RESPONSIBILITIES
User support

• Provide direct support to all users in the interventions
• Escalate to HQ referent all supports requiring their input, i.e., Fin-tools for technical questions, Financial Accounting Controller (FAC) for accounting questions, FinOfficer for Budget questions
• Provide regular reports, with extensive feedback & recommendations to the Field Finance Application Manager and the FAC team and follow up on recommendations’ implementation
• Maintain good coordination with the Supply and HR teams in the missions with an integrated approach
• Promote, facilitate, and capitalize innovation through the network

Training & Coaching

• Assess the Finance Application’s knowledge for each intervention
• Support the Community of Practices (CoP) with the support of the Learning & Development officer
• In collaboration with respective HQ referents, ensure the training and coaching of users and follow-up with the interventions
• Participate in the creation of training material and facilitations during OCB’s training events (face-to-face / remote) in coherence with other technical domains and pedagogical path in collaboration with the learning officer
• In collaboration with the other FAROs, maintain the training materials to be used in the projects
• Provide training and support on new financial tools according to the needs
• Take part in training events with other MSF sections

Updates

• In collaboration with respective HQ referents, support the interventions in adapting the standard Application Finance procedures to their local needs
• Collect and provide feedback on possible functional improvements of the finance applications
• Provide feedback on the different finance applications guidelines and procedures in case they need to be updated or in case new guidelines / procedures are needed
• Make sure finance applications training materials are updated to the latest versions of the finance applications

Implementation in new interventions

• Participate in the implementation of finance applications in new interventions or projects, including emergencies (finance profiles’ user rights, finance parametrization needs, etc.) acting as a finance application implementer
• In collaboration with the other FAROs, keep the implementation material up to date

REQUIREMENTS

• MSF Finance/Accounting experience with Unifield mandatory; experience with WeFin is an asset
• MSF experience in Finance function mandatory, preferably in an OCB intervention
• Experience in training and coaching staff at coordination and project level
