Humanitarian Access and Security Officer

Position’s mission:

The role of the HASO is to support the security management and develop HI’s access to vulnerable populations to the greatest extent possible in his or her geographical area.  The role requires frequent travel and flexibility in base location.

Reports to: the regional Humanitarian Access & Security Manager (HASM)

Interacts with: 

Internally: Working under the responsibility of the Country Manager – Lebanon -  Functional links on safety with the logistics teams

Externally: Other’s stakeholders in the related field in the project area of implementation

Missions / Responsibilities

Responsibility 1: Context monitoring and strengthening the acceptance of HI’s programme.

  • Organizes a network of resources people to gather information on access and security in the geographical areas of intervention and compiles them in an actor mapping.
  • Gathers and analyses information concerning the context, access, and key players.
  • Disseminates this information to different actors in an appropriate manner.
  • Participates in and represents HI at meetings and other formal and informal events organized about security and humanitarian access as agreed with the CM and HASM
  • Maintains a database and maps events occurring in the country that affect security and humanitarian access.
  • Strengthens the acceptance of HI in its geographical areas of intervention, e.g., maintains good relations with the local communities.

Responsibility 2: Operational security Management      

  • Produces security analyses and recommendations.
  • Takes part in the planning of operations and the definition of the resulting security framework.
  • Provides advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies, and sharing of good practices for the security management of HI activities in the country, including input necessary for the definition of future project proposals.
  • Makes regular visits to other bases to conduct security assessments and to support the offices in different governorates in the country.
  • Ensures good internal coordination in all matters relating to security, particularly with Operations and Logistics on safety aspects.
  • Participates in the management of incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learned, adjustments to frameworks, etc.
  • Has an alert and checks & balances role in the monitoring and management of the programme’s security.
  • Participates in the drafting of security documents:
  • Proposes risk analysis grids derived from workshops with field teams.
  • Proposes updates to the security plan, SOP and contingency plan.
  • Participates in the implementation of and ensures compliance with security procedures.  

Responsibility 3: Strengthens staff capacity in the fields of humanitarian access and security.

  • Regularly informs staff of security developments (including the potential impact on HI) by ensuring the dissemination of relevant events through HI staff information channels.
  • With the appropriate managers, identifies HI activities that are at risk, produces joint analyses to bring these risks down to an acceptable level and ensures that the teams understand the operational changes.
  • Conducts security briefings for the induction of new employees and consultants. 
  • In collaboration with the HAS Manager, prepares and facilitates thematic workshops and training for HI’s employees (drivers, security guards, project staff, etc.)

Responsibility 4 Humanitarian access

  • Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement.
  • Supports HI’s management with the creation of a strategy to improve humanitarian access specific to the programme, including making contact and conducting humanitarian negotiations with the authorities and key players.
  • Prepares exploratory visits and the opening of new geographical areas.
  • Prepare and review the necessary documents to apply for access letters and share with liaison department on time. 
  • Analyze access related to inter governorates movements and advice the senior managements to have an informed decisions and validations of movements.

 

Education:

  • Essential: University Degree or equivalent certification in risk management, international relations or other discipline relevant to the position.

Experience:

  • Essential: 3 years of experience in position with security responsibilities with humanitarian action & INGO experience in security
  • Essential: Good knowledge of southern Lebanon and connections
  • Essential: Good communication and interpersonal skills
  • Desirable: Experience in humanitarian negotiation.
  • Desirable: Experience in drafting/ reviewing HAS documents

Skills:

  • Essential: Analysis of the security context
  • Essential: Security risk management
  • Essential: Management of security incidents/ crisis
  • Desirable: Developing access strategy and conducting negotiations
  • Desirable: Pedagogy and training techniques / skills transfer;

Basic salary ranges for the position: HASO is going to be paid according to the experience and to HI salary Grid.

Basic Salary: Between 2,200 to 2,400 USD
