IM and GIS Officer

Job Purpose

  1. To support the programme department to meet its internal and external reporting requirements in a timely and high-quality fashion.
  2. To manage the completion process.
  3. Assist IM Coordinator in running and managing the OMIS.
  4. Assist IM Coordinator in producing final maps through GIS.

Principal Responsibilities

  1. Report weekly data through IMSMA Core.
  2. Ensure that all daily, weekly, and monthly reports to RMAC/ LMAC meet quality standards as part of internal QA/ QC processes.
  3. Identify and solve problems with existing reporting formats to ensure that it meet monitoring and evaluation contractual and internal requirements, in coordination with the IM Coordinator.
  4. Develop new reporting formats to meet internal and external reporting goals, if required with coordination with the IMC.
  5. Provide additional information to the IMC on CL activities for donor reporting purposes.
  6. Perform quality checks (QA) on CL data provided on OMIS.
  7. Liaise with NMAA on reporting issues with permission from IMC.
  8. Add tasks to OMIS.
  9. Complete LR Report on IMSMA Core.
  10. Check assigned tasks on IMSMA Core and download it properly.
  11. Create shape files for LR reports.
  12. Create TS and CLR activities on IMSMA Core
  13. Create NTS Polygons for NTS on Pro.
  14. File all OMIS v2.0 and DBs forms.
  15. Do backup of OMIS and update OMIS datastore.
  16. Generate IMSMA Core Progress Report.
  17. Implement new Database Modules and forms to automatize certain tasks with minimal supervision from IMC.
  18. Create and update OMIS forms, OMIS Web Maps, OMIS Web apps and OMIS Dashboards.
  19. Conduct drone surveys.
  20. Create new ERPs to support the program.

Data Processing and communication

  1. Share data interpreting and reporting within internal and external reports with the CD, PM, PO, and TOM.
  2. Provide support on preparation and publication of external reports.
  3. Perform QA/ QC on data processing on OMIS, specifically CL relevant data.
  4. Modify data on OMIS according to needs.

Completion:

  1. Conduct Quality Assurance of data and task dossiers for completion as necessary, and report to the TOM for review when needed.
  2. Provide clearance information output when it is required by the Technical Operations Manager and/ or other staff.
  3. Provide completion information where there is a change of requirement from MAG/ LMAC, to all teams.
  4. Measure completed tasks using DGPS.
  5. Prepare task folders for handover and completion.
  6. Conduct completion visits with R/ LMAC officers.
  7. Liaison closely with R/ LMAC regarding completion.
  8. Ensure that all the completion data and Information are up-to-date, and saved as per the document’s completion process.
  9. Complete PDF and handover the task, update the excel completion sheet, and store completion Information.

GIS

  1. Liaise with IMC to promote and develop the use of GIS around the program.
  2. Capture existing information for use within the system, including establishing procedures to maintain the data.
  3. Work with IMC on producing maps through GIS.
  4. Assist IMC in monitoring GIS through OMIS.
  5. Assist IMC to develop new GIS Engines according to Programme needs and to develop new GIS modules.

Communication and Reporting

  1. Assist in information management as required.
  2. Work as part of a team and liaise with other MAG personnel and Mine Action personnel to ensure a beneficial flow of information regarding Mine Action-related issues for the benefit of the MAG Lebanon programme.
  3. Communicate effectively with confidence to all staff within the organization, external organizations, and national and international authorities, while representing MAG in matters related to information management when requested.

Essential Requirements:

  1. High level of ethical awareness in relation to confidential and private information.
  2. Good level of knowledge in GIS and DGPS to support and train staff.
  3. Understands basics of programming.
  4. Ability to achieve key results and goals in a timely manner.
  5. Demonstrated capability to plan, prioritize, and organize tasks effectively, both individually and as part of a team, within specified time constraints and in a dynamic environment with competing demands.
  6. Effective communication skills both written and verbal.
  7. Effective training and facilitation skills.
  8. Fluency in English language (listening, verbal and written)
  9. Good analytical and problem-solving skills.
  10. Valid driving license.
  11. Bachelor degree in information management.

GENERAL

All MAG staff is expected to undertake the following general duties:

  • Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise.
