Under the direct supervision of the Project Manager, the PHC Quality Officer will be responsible for overseeing the implementation of the project activities at the Primary Healthcare Center (PHCC) level. This includes monitoring and reviewing data collection processes, ensuring the implementation of the long-term primary healthcare subsidization protocol (LPSP) and adherence to Ministry of Public Health (MoPH) reporting standards, and evaluating the quality of services provided to beneficiaries. The PHC Quality Officer will rove between the project-supported PHCCs in the Nabatiyeh area.
Responsibilities and Essential Functions
- Oversee and support the implementation of the project activities at the PHCC level to ensure smooth operation.
- Ensure timely signature of the Memorandum of Understanding (MoU) with the supported PHCCs and follow up with the PHCC management regularly to ensure optimal implementation of activities.
- Conduct regular site visits to the supported PHCCs to assess the quality of care and adherence to project guidelines.
- Oversee the arrangement and organization of data, maintain quality management documents, case files and correspondence in an organized, confidential, and secure manner.
- Monitor and review the data collection processes and ensure accuracy and timeliness.
- Monitor the implementation of the LPSP across the project-supported PHCCs and ensure its proper implementation.
- Ensure that the supported PHCCs adhere to MoPH reporting standards and deliver the packages of support as per the agreement between PHCCs and IOCC.
- Follow up on the monthly payment files, ensure their timely submission to IOCC’s concerned staff and follow up on the timely execution of payments by the end of every month.
- Work closely with the Medical Specialist and follow up on guidance and approvals on diagnostic medical tests/acts, review the patient files, and claim forms as per the internal SOP, and the Memorandum of Understanding signed with the supported PHCCs.
- Monitor and coordinate the Primary Healthcare Satellite Unit (PSU) activities and submit their related reports and payments to the project manager
- Coordinate with the project team and ensure proper outreach activities at the community level
- Provide training and coaching sessions to PHCC staff on MoPH quality standards and best practices, when needed.
- Develop training materials and resources tailored to the needs of the project staff, if necessary.
- Conduct training sessions on health and nutrition topics for IOCC staff, PHCC staff, partner NGOs, and other relevant agencies as needed.
- Work closely with PHCC staff, project teams, and stakeholders to ensure alignment with project goals.
- Facilitate communication and collaboration between PHCCs and the project management team.
- Establish and maintain a strong communication network with various stakeholders, including PHCs, municipalities, beneficiaries, MoPH PHC coordinators, and other NGOs
- Supervise the team at the area level, participate in recruitment processes when applicable, and conduct regular staff meetings to ensure proper fulfillment of tasks.
- Prepare reports as needed and follow up on the monitoring and evaluation of activities to ensure timely internal and external reporting.
- Ensure compliance and adherence to relevant regulations, policies, and procedures.
- Report back to the Project Manager on a regular basis.
- Attend and participate in IOCC meetings and other relevant working group meetings as needed or requested

- Proficiency in Microsoft Office.
- Fluency in written and spoken Arabic and English; French is a plus.
Experience:
- Minimum 2-3 years of work experience.
- Previous experience in health programs
- Previous experience in coordination and management
- Experience working for an NGO preferred.
