INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralized offices.

Job Title          : Emergency Response Cash Support

Reports to         : Deputy Project Manager

Duty Station       : South Lebanon

Job Purpose:

The Emergency Response Cash Support will be mainly responsible for managing the Emergency Protection Cash Assistance (EPCA) component within the UNHCR funded program, which is currently responding to internally displaced persons in the South and those residing in the red zone area. The role includes receiving referrals, conducting assessments to assess eligibility, disbursing EPCA funds to beneficiaries and handling requests on relative information management platforms such as IMP.  S/he will work closely with a  team of caseworkers, ensuring all procedures are followed according to establishedSOPs.

 

Generic Duties:

 

  1. Oversees and coordinates the Cash Program within the emergency operation, working closely with the Protection Manager and Protection Officers. .
  2. Plans and schedules the workflow.
  3. Oversees and tracks the handling of cash cases.
  4. Ensures proper communication and coordination with administration and finance for provision of cash advance payments and closure of receipts
  5. Liaises and coordinates with cash service providing management agencies in the intervention areas
  6. Ensures the proper handling of Cash data.
  7. Reports (internally and externally) on achievements and challenges related to Emergency Protection  Cash assistance.
  8. Participates in relative meetings as needed.
  9. Oversees and coordinates all referrals received both externally and internally, serving as the cash referral focal point for INTERSOS.
  10. Accomplish any other task of similar level relevant to the project’s achievement.

 

 

Specific Duties:

 

  1. Assesses and identifies  cases that might be considered for Emergency Protection Cash Assistance (EPCA) or Emergency Cash Assistance(ECA) through referral.
  2. Acts as Referral and Cash focal point in South.
  3. Plans and schedules the handling of cash for assessed cases.
  4. Coordinates with social workers and caseworkers for distribution of cash to eligible cases.
  5. Supervises and follows up on cases provided with Emergency Protection Cash Assistance.
  6. Tracks the cases provided with Cash in a safe and confidential manner according to INTERSOS data protection SOPs.
  7. Tracks the referrals received and provides proper follow-up and feedback.
  8. Reports on a weekly, monthly and quarterly basis the expenditure tracking sheets and number of reached cases to PM and Reporting Officer.
  9. Contribute to quality reporting through trends analysis feeding into monthly and quarterly reports.
  10. Coordinates with other agencies that provide Multi – Purpose Cash within the area to avoid duplication.
  11. Provides on time feedback to other agencies for referred cases.
  12. Liaises closely with the Protection Manager in case of challenges, constraints, or other needs.
  13. Attends to any other relevant needs as required, including referring identified beneficiaries in need to various services following the Inter agency referral guidance mainly to shelter.
  14. Provides psychological support (PFA) to displaced persons and those living in red zones areas: Identifies and supports beneficiaries who are experiencing acute stress or trauma during the assessment process.
  15. Ensures that PFA is delivered in a culturally sensitive manner, respecting the dignity and privacy of the affected individuals.

 

 

Education:

 

  • University Degree in social work, psychology or international relations and any other related field.

 

Competencies: (Knowledge, Skills & Abilities)

 

Professional Competencies:

  • Minimum 1 year of relevant work experience
  • Previous experience in humanitarian work (working with IDPs and/or refugees )
  • Familiarity with Emergency Cash Assistance (ECA) SOPs and standards
  • Familiarity with international protection and human rights standards
  • Knowledge on how to communicate with vulnerable population groups such as women, children, youth, elderly, disabled and refugees
  • Knowledge and understanding of local communities and customary rules
  • MS proficiency (MS Office: Word, Excel, Internet etc.)
  • Reporting skills
  • Driving License issued more than two years.
