Program / Department Summary  

The Mercy Corps Finance Department is responsible for all financial functions in Beirut, including accounting, payments and banking, payroll, budgeting, financial reporting, partnership, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively. 

General Position Summary  

Working in the Finance Department under the direction of the Senior Finance Coordinator and Senior Finance Manager, the Subaward Finance Assistant will support the reporting of financial information, assist in the processing and recording of payment transactions in timely and accurate manner and assist in ensuring compliance with policies and procedures and grant requirements.  

Essential Job Responsibilities  

  • Provide support and first review of Partner Pre-award assessment as per MC Subaward procedures. 
  • Draft the Subgrant financial monitoring plan for Senior Finance Coordinator and Senior Finance Manager. 
  • Assist in Subgrantee site monitoring visits as per the monitoring plan and provide report to the Senior Finance Coordinator. 
  • Ensure that subgrantee financial reports are submitted on time. 
  • Review subgrantee financial reports, amounts and supporting documents for correctness and completeness, ensure compliance with donor and Mercy Corps rules and regulations. 
  • Track Partners' expenditures against budgets and flag any issues to Program Managers and Senior Finance Coordinator. 
  • Make sure that reports and all supporting documentation is prepared and filed according to MC procedures. 
  • Provide training, compliance guidance and consultations to partners by answering daily questions, following up on financial issues, visits to Partners offices, etc. 
  • Setup the Subaward on Navigator and create/update terms and condition and milestones to the subaward file. 
  • Track Financial reports submissions and Partner's payments. 
  • Prepare payments to partners after ensuring all requirements have been met as per procedures and record the payments on Navigator. 
  • Assist the Senior Finance Coordinator in responding to audit inquiries and requests for financial information, prepare photocopies of vouchers and other supporting documents as required. 
  • Organize the subaward files as per Mercy Corps Subaward Procedures. 
  • General administration support including photocopying, scanning and filing. 
  • Assist in updating the payment tracker.  
  • Assist in finalizing, reviewing and preparing bank payments submitted to the finance on weekly basis.  
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. 
  • Other duties as may be assigned by the Senior Finance Coordinator

  • Ensure compliance with security procedures and policies as determined by country leadership. 
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Supervisory Responsibility 

None.  

Accountability  

Reports Directly To: Senior Finance Coordinator 

Works Directly With: Finance Team, Operations, HR, Program Managers and Partners 

Knowledge and Experience  

  • Up to two years of bookkeeping, banking or cashiering experience.    
  • A degree in accounting or a relevant business field is desirable.   
  • Strong computer skills in MS Office programs, particularly Excel.   
  • Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail. 
  • Excellent oral and written English skills. 

Success Factors  

A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  A high level of personal integrity, honesty and transparency in all cash handling is essential.  The ability to interact effectively with international and national staff members is required.  A demonstrated ability to work quickly and accurately, meet deadlines, and process information in support of changing program activities is necessary.
