WASH Coordinator

Key Responsibilities

1. Strategic Leadership and Program Management

- Program Design & Strategy: Develop and implement a comprehensive WASH strategy in line with HAND’s overall mission and the national WASH sector plans. Adapt strategies to address Lebanon’s specific crisis context, especially in areas with large IDP and refugee populations.

- Project Management: Oversee and manage all aspects of WASH projects, including activity planning, budgeting, and documentation. Ensure compliance with donor requirements and adherence to sectoral standards.

- Technical Guidance: Provide expert guidance on the design, construction, and rehabilitation of water and sanitation facilities. Ensure that designs meet international standards and are adapted to local needs, including refugee settlements, schools, and communal areas.

2. Field Operations and Technical Oversight

- Infrastructure Design: Lead the development of WASH infrastructure, including drafting Bill of Quantities (BoQs) and technical specifications and overseeing contractor work during implementation. Ensure high-quality, safe, and sustainable solutions.

 

- Procurement and Quality Assurance: Oversee procurement processes, ensuring transparent and compliant selection of contractors and suppliers. Ensure tender documentation includes detailed BoQs, technical specifications, and quality assurance processes.

 

- Emergency Response: Lead emergency WASH interventions, including water trucking, construction of latrines, and distribution of hygiene kits, especially in response to displacement or natural disasters.

3. Monitoring, Evaluation, and Reporting

- MEAL (Monitoring, Evaluation, Accountability, and Learning): Develop and implement the WASH project’s MEAL plan, ensuring that activities are monitored regularly and data is collected to track the impact of interventions.

 

- Reporting: Provide regular updates and reports to the Programs Director, including narrative and financial reports. Ensure accurate and timely submission of donor reports.

 

- Protection Mainstreaming: Ensure that all WASH interventions consider protection principles, including addressing the needs of people with disabilities and vulnerable groups and safeguarding women and children.

4. Coordination and Collaboration

- Cross-Sectoral Integration: Work closely with Shelter, Health, and Education departments to ensure WASH interventions are integrated into broader humanitarian activities. Facilitate coordination between WASH, logistics, and protection teams.

 

- External Stakeholder Coordination: Represent HAND in coordination meetings with local authorities, UN agencies, and other NGOs. Ensure collaboration with relevant stakeholders, including UNHCR, UNICEF, and local Water Establishments.

 

- Protection and Hygiene Promotion: Develop and manage hygiene promotion activities, ensuring they are culturally sensitive and inclusive. Work closely with protection teams to ensure that WASH activities address the needs of vulnerable populations.

5. Budget and Financial Management

- Budget Oversight: Ensure efficient financial management of WASH projects, overseeing expenses and ensuring they are within allocated budgets. Work with Programme and Procurement to ensure budget alignment with project activities.

 

- Procurement Planning: Collaborate with the Operations and Procurement teams to develop procurement plans, ensuring the timely and cost-effective acquisition of necessary materials for WASH infrastructure and activities.

6. Staff Management and Capacity Building

- Team Leadership: Provide strong leadership and day-to-day management of the WASH team, including field staff, engineers, and community mobilizers. Set clear performance objectives and monitor progress.

 

- Capacity Building: Assess training needs of WASH staff and design capacity-building programs to enhance skills, technical competencies, and knowledge of humanitarian standards and protection principles.

7. Compliance and Quality Assurance

- Donor and Policy Compliance: Ensure that all WASH interventions comply with donor requirements, HAND policies, and international humanitarian standards such as Sphere and Lebanese WASH standards.

 

- Contractor Supervision: Closely supervise contractors during the implementation phase, ensuring high-quality work, adherence to safety standards, and timely completion of infrastructure projects.

Qualifications and Skills

Education:
- Master’s degree in civil engineering, Environmental Engineering, Water Resource Management, or related field.

Experience:
- Five years of experience managing WASH programs in humanitarian contexts.
- Proven experience designing and implementing construction or infrastructure projects, including BoQ development, contractor supervision, and technical assessments.
- Demonstrated experience working with refugees, IDPs, and vulnerable communities, particularly in Lebanon or similar crisis contexts, is highly desirable.

Technical Skills:
- Strong knowledge of humanitarian standards (e.g., Sphere), WASH sector guidelines, and protection principles.
- Proficiency in drafting technical designs, BoQs, and managing tenders.
- Ability to assess and design WASH solutions for various settings, including refugee camps, schools, and urban environments.
- Proficiency in Microsoft Office and CAD software for technical designs.

  • Knowledge in data management and analysis and ability to quantify collected information.

Soft Skills:
- Excellent leadership and team management skills, with the ability to motivate and mentor staff.
- Strong communication and reporting skills, verbal and written, for collaboration with diverse stakeholders.
- Proven problem-solving abilities, particularly in dynamic, high-pressure environments.

Languages:
- Fluency in English and Arabic is required.

Additional Requirements:
- Willingness to travel frequently to project sites in remote locations, including informal settlements and underserved communities.
