MEL Officer

I. Key Responsibilities:

  A. Monitoring, Evaluating and Reporting:

o   Handles the MEL Request Form process to ensure timely submission and clarity of data collection needs.

o   Manages the creation and distribution of Registration Forms, Attendance Sheets, Pre-Tests/Post-Tests, and Evaluation Forms to support accurate data gathering for project activities.

o   Ensure that data collection aligns with the project’s log frame indicators and all MEL data, such as attendance sheets, test results, and evaluation outcomes, are accurately documented and securely stored.

o   Work closely with Program Teams and other units to plan how to gather necessary supporting materials for MEL documentation.

o   Develop and maintain a centralized filing system (e.g., Teams SharePoint) for easy access to all project-related documentation.

o   Prepare and submit activity reports for each project, ensuring compliance with donor requirements and including relevant data (e.g., attendance, gender breakdowns, and pre/post-test results).

o   Create, maintain and revise a detailed log frame tracking sheet for each project, ensuring alignment with the organization’s strategic Impact Matrix.

o   Prepare the monthly and quarterly MEL reports and handle the institutional reporting to assess the broader impact of the organization’s projects.

o   Hold monthly and quarterly meetings with program units and leads to review project progress and adjust plans as needed.

o   Review interim and final reports before submission to donors in order to ensure they align with project agreement guidelines, timelines, and requirements.

o   Identify lessons learned from project implementation and data analysis to inform future project planning and MEL practices.

  B. Developing Log frames and Revising Proposals

o   Develop and refine project outputs, outcomes and indicators to ensure they are measurable, relevant, and aligned with project goals.

o   Define and track expected impacts ensuring consistency with the project’s log frame and organizational strategy.

o   Establish and document appropriate means of verification for each indicator to measure project success.

o   Develop and document baseline data to serve as a reference point for tracking project progress and evaluating impact.

o   Assist in setting and adjusting targets for project outcomes, ensuring they are realistic, achievable, and aligned with strategic objectives.

o   Facilitate communication with stakeholders, ensuring all parties are updated on project progress, targets, and outcomes.

o   Align project proposals with the organization’s strategic framework by ensuring consistency with the Impact Matrix and long-term goals while cross-referencing proposal objectives with strategic institutional priorities to confirm alignment with organizational strategy.

II. Qualifications:

o   A bachelor's or master's degree in a relevant field such as law, political science, data science, statistics, social sciences, public policy, project management or a related discipline.

o   2 to 3 years of experience in monitoring, information management, data collection and evaluation for international projects, donors, organizations, development projects, preferably in the field of Advocacy and Good Governance.

o   Proven experience in monitoring, evaluation, and learning (MEL), with a strong understanding of log frames, data collection, and reporting processes.

o   Ability to analyze data and produce clear, concise reports for various stakeholders.

o   Familiarity with MEL frameworks and best practices for tracking project impact and outcomes.

o   Strong organizational skills, including experience with documentation management and digital filing systems.

o   Excellent communication skills and the ability to work collaboratively with cross-functional teams.

o   Knowledge of Salesforce CRM is a plus, aiding in efficient stakeholder management and maintaining accurate data collection and contact information.

o   Intermediate skills in MS Word and Excel.
