TEAM PURPOSE:

Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars: A Humanitarian Pillar and a Governance and Economic Justice Pillar.

JOB PURPOSE:

The Senior Accountability Officer is responsible for leading efforts to establish, maintain, and enhance a culture of accountability, transparency, and ethical compliance across Oxfam, specifically in Emergency settings. This role involves overseeing the development, implementation, and enforcement of accountability frameworks in emergencies and ensuring that Oxfam adheres to regulatory and legal obligations. The Senior Accountability Officer works closely with the Planning and MEAL Advisor, department heads, and external partners to ensure the highest standards of Accountability to Affected Populations (AAP) and ethical behavior are maintained.

KEY RESPONSIBILITIES  

Program Quality, Learning and Accountability

• Work closely with Planning and MEAL Advisor and other relevant colleagues to implement beneficiary compliance and feedback mechanism, collect beneficiary complaints, and feedback and communicate with field team.

• Collect and share monthly monitoring and accountability reports

• Support the team in the delivery of learning and reflection workshops and other programmatic learning processes and products.

• Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.

• Support the setup of a complaint and response mechanism based on the Internally Displace People (IDPs) and host community contexts.

• Promote and support monitoring, analysis and learning from assessments of internal standards (Quality Framework) and Core Humanitarian Standards, accountability and transparency standards, protection minimum standards, and others.

• Ensure that all Accountability work is carried out in a way that is sensitive to gender and protection issues.

 

Capacity Building, Networking and Representation

 

• Attend Coordination forums that includes humanitarian accountability.

• Facilitate capacity building for Oxfam program staffs on Accountability and safeguarding related topics.

• Assist to build capacity of partner staffs through training to ensure adoption of Accountability and safeguarding related topics.

• Ensure effective common understanding between Oxfam, other partners and Consortium members on Accountability objectives and frameworks and organize orientation / workshops / training.

• Represent Oxfam, internally and externally, as needed.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

• Bachelor’s degree in Economics, Development studies, Statistics/Management or similar fields.

• Proven ability and experience in Accountability & Safeguarding, with a minimum of 5 years.

• Strong analytical and strategic thinking skills.

• Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS etc.

• Excellent computer skills and ability to work in a challenging and dynamic context.

• Ability to communicate in Local language would be an added advantage.

• Proven experience in integrating gender and safe programming (protection) into programmes.

• Ability to work well under pressure and in response to changing needs.

• Ability to travel and to work in difficult circumstances.

• Fluency in Arabic and English is essential.

Desirable

• Experience managing partners especially local NGOs.

• Experience of working effectively within a large international agency including, in an Emergency response setting.

• Good understanding of Food Security, WASH, Protection, Gender and EFSVL programming.

• Prior experience training/accompanying/learning in the field.
