Analysis: Governance and Coordination of the National Response
This section presents an overview of the coordination and governance of the national response, highlighting key strengths, weaknesses, and strategic recommendations for enhanced efficiency.(1)
• In October 2023, the Government of Lebanon (GoL) reviewed its National Preparedness and Response Plan (NPRP), where the Ministry of Environment was assigned to coordinate with international organizations and the High Relief Council (HRC), with the Disaster Risk Management Unit (DRM) providing secretariat support.
• Aligned with the LCRP, the NPRP is a coordination framework that focuses on 10 disaster-relevant sectors, with ministries co-leading each sector with other humanitarian actors, while UNRWA and UNHCR handle refugee contingency planning.
• The NPRP aims to ensure a coordinated crisis response with UN and humanitarian actors, while enabling municipalities and governorates to take leadership roles through the DRM.
