Background:
Islamic Relief Lebanon (IRL) is implementing a WASH project in North Lebanon and Akkar, and therefore, conducting a needs assessment to contribute to the project implementation, as well as, to inform new projects’ proposals.
The activities include rehabilitation of water schemes such as water networks and water stations, solarization of water pumps, hygiene promotion, and HKs distribution, in addition to, Multi-purpose Cash Assistance, and including Protection considerations.
Hence, IRL is seeking a Consultant/Report writer, to contribute to a comprehensive needs assessment and generate the needs assessment final report.
Scope of Work:
- Data Collection:
- Utilize existing questionnaires for the FGDs and the individual interviews developed by IRL and finalize them as needed.
- IRL staff and volunteers will conduct focus group discussions with males and females, IDPs, and HC, in North Lebanon, Akkar, and Beqaa. (4 to 6 interviews)
- IRL staff and volunteers will conduct individual interviews with 30-50 vulnerable individuals, North Lebanon, Akkar, and Beqaa.
- Key Informant Interview with a report is already done with the North Lebanon Water Establishment.
- Needs Assessment Report:
- Review and analyse collected data to identify critical needs and vulnerabilities within the target communities.
- Prepare a high-quality needs assessment report, incorporating SADDD and gender analysis perspectives, up to humanitarian standards, including recommendations for project interventions tailored to the specific context of the region.

IRL Responsibilities:
- Develop and use the finalized questionnaire to conduct 4 to 6 Focus Group Discussions among the local community and IDPs, in North Lebanon, Akkar, and Beqaa.
- Develop and use the finalized questionnaire to conduct 30 to 50 individual interviews among the local community and IDPs, in North Lebanon, Akkar, and Beqaa.
- Hand over the data collected in the FGDs and Individual Interviews to the Consultant.
- Hand over the Key Informant Interview report, previously done with the North Lebanon Water Establishment, to the consultant.
Consultant Responsibilities:
- Review, edit, and finalize questionnaires for focus group discussions and individual interviews.
- Review and analysis of collected data, and highlight any concern/idea to IRL.
- Prepare a high-quality, comprehensive needs assessment report that provides a detailed qualitative and quantitative analysis of the findings and offers evidence-based recommendations for project interventions tailored to the specific context of the region, incorporating SADDD and gender analysis perspective, up to humanitarian standards, and including clear and informative visuals such as charts, graphs, and maps. To support the findings and recommendations.

Qualifications:
- Proven experience in conducting needs assessments and qualitative research in the region, specifically in the WASH sector.
- Strong understanding of humanitarian principles and best practices in the region.
- Excellent analytical and report writing skills.
- Familiarity with the specific context of Lebanon in General, specifically Beqaa, North Lebanon and Akkar, including its vulnerable communities, and the current displacement situation.
