Field Coordinator

CESVI has been operating in Lebanon since 2001, with a specific focus on the Economic Development and Livelihoods sector, Education and Protection. CESVI is also responding to the current humanitarian crisis with a set of activities aimed at supporting IDPs and displaced populations inside and outside the collective shelters.
The Field Coordinator will support horizontally on the active projects and the overall coordination of the mission, specifically in the areas of field coordination, liaison with institutions and stakeholders, support in project development and act as security focal point.

The Field Coordinator will oversee and manage field operations for humanitarian projects, ensuring effective implementation, coordination, and support across various initiatives. This role requires strong communication and organizational skills to liaise with stakeholders, facilitate project writing, and support construction and rehabilitation activities.

Key Responsibilities

A. Field Coordination

  • Project Implementation: Oversee the execution of field activities, ensuring adherence to project timelines and objectives.
  • Team Management: Supervise field staff, providing guidance, training, and support to enhance team performance.
  • Monitoring and Evaluation: Conduct regular field visits to assess project progress and implement necessary adjustments.
  • Reporting: Prepare field reports detailing activities, challenges, and recommendations for improvement.

B. Liaison

  • Stakeholder Engagement: Establish and maintain relationships with local authorities (Ministries, Municipalities, SDCs, DRR, DRM), community leaders, and partner organizations.
  • Representation: Act as the primary point of contact for the organization in the field, representing its interests in meetings and forums.
  • Conflict Resolution: Address and mediate any conflicts or challenges that arise in the field, ensuring smooth operations.

C. Support to Project Writing

  • Proposal Development: Collaborate with the program team to draft and review project proposals, ensuring alignment with organizational goals and donor requirements.
  • Needs Assessment: Conduct assessments to identify community needs and priorities to inform project design and proposal writing, in collaboration and under guidance of the MEAL department
  • Documentation: Assist in the collection and documentation of lessons learned and best practices for inclusion in project reports and proposals.

D. Construction and Rehabilitation Activities

  • Drafting Bills of Quantities: Prepare accurate Bills of Quantities for construction and rehabilitation projects, ensuring all materials and labor are accounted for.
  • Site Supervision: Support the implementation of construction and rehabilitation activities, ensuring compliance with technical specifications and safety standards.
  • Collaboration with Contractors: Liaise with contractors and oversee their work to ensure timely and quality delivery of construction projects.

E. Security Focal Point

  • Conduct regular security assessments of the operational environment.
  • In collaboration with the HoM, update security plans, protocols, and standard operating procedures (SOPs).
  • Monitor security incidents and trends in the area of operation.
  • Manage and validate field missions.

 

Essential requirements

 

QUALIFICATIONS:

  • Bachelor’s degree in a relevant field (e.g., civil engineering, architecture, humanitarian studies, international development).

 

PROFESSIONAL EXPERIENCE

  • Minimum 3 years of experience in field coordination or similar roles within the humanitarian sector, with experience in construction/rehabilitation preferred.
  • Previous experience in working in Humanitarian Emergency Response settings

 

ESSENTIAL COMPETENCES

  • Strong organizational, communication, and interpersonal skills;
  • Proficiency in drafting Bills of Quantities;
  • Ability to work in high-pressure environments;
  • Proficiency in Arabic and English both spoken and written
  • Act through a proactive approach in order to predict, avoid and/or mitigate any possible operational risks, obstacles, and conflicts that might interrupt the healthy performance of the project activities.
