We are seeking to recruit a dynamic partnership officer with experience in the handling queries (general) - wide-ranging internal and external, including detailed information and good interpersonal skills are essential. The ability to work in English and Arabic are a must.

key responsibilities

 

Technical

  • Develop and maintain of partner financial requirement and management.
  • Responsible for all financial partnership contracts within Oxfam Lebanon program
  • Regular follow-up on Oxfam’s partners’ reports.
  • Prepare monitoring report after
  • Prepare financial assessments for new/potential partners.
  • Support existing and new partners to have effective financial management.
  • Provide capacity building on how to develop partners’ financial management and financial systems.
  • Ensure partners are complying with Oxfam and Donors’ procedures and requirements.
  • Assess partner's financial capability, and assist Programme on capacity building plan and implementation
  • Check grant payment request ensuring compliance to agreed condition of payment.
  • Attend inception meetings, and regular partners’ meetings.
  • Provide partners by the relevant requirements and make sure they have the right information.
  • Ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback to the management and partners.
  • Making regular partner visits to support, monitor, and review relevant documents
  • Verify and review partners’ budgets that will be included in the partnership agreement.
  • Inform programme about the findings and for the underspent and overspent balances.
  • Check expenses if they are reasonable and accurate.
  • Analyze and give feedback on partners’ spending vs. time (spending plan vs work plan).
  • Support in budget revision for partners.
  • Ensure compliance of programme staff on grant monitoring, balances and closure of grants.
  • Check details of partner reports, chase reports, prepare reports and to be ensure that report from partner can be presented to the donor within Oxfam’s report to donor
  • To be the link and coordinate financial issues between Programme, Partners and Oxfam finance
  • Communicates frequently with Programs and line managers to ensure that all those who need to share information are well informed.
  • Check PeopleSoft partners reports and reconciliations, submit to SFO reconciled partner’s contracts.
  • Check partners’ budgets vs expenditures and submit to SFO regular monthly reports on partner’s expenditure vs remaining balances.
  • Prepare information required by auditors.
  • Revise and audit all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorization and insuring that all supporting documents are appropriately filed.
  • Provide support to finance team incase needed.
  • Any other responsibility or task that may be assigned by your line manager.

  • Thorough understanding of financial system and how it interacts with other operational systems to maximise its information generating capabilities;
  • Ability to gain and apply knowledge of the statutory requirements of the country.
  •  Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions;
  • A strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action.

Management

  • Establish effective relations with Project Managers & other team members.

Significant experience in finance, audit and accounting with national or international NGO or Audit firm of similar size
