Humanitarian Affairs Officer - Akkar - 100%

 Responsibilities

  • Perform monitoring, data collection and research into the local humanitarian context (unmet needs and gaps in the emergency response) linked to the conflict-affected displaced, in order to provide reliable information to inform operational decision-making and advocacy efforts.
  • Support the Field Coordinator and Humanitarian Affairs Manager in the analysis of the data and information collected, to help orientate activities and to provide an optimal response to population needs.
  • Compile regular updates on the response plans and activities of humanitarian organisations, authorities and other actors to map and follow the humanitarian response, ensuring accountability to affected people.
  • Support strategic priorities of the Humanitarian Affairs Manager by feeding into key messages, advocacy notes and strategies, lobbying activities and other advocacy efforts, to bring attention to the most pressing humanitarian issues and to call for relevant assistance and protection to the affected population.
  • Ensure engagement and smooth working relationships with local authorities, other NGOs, the local communities and other stakeholders, in order to facilitate good access, coordination and advocacy opportunities with third parties.

 Specific Activities

In the Akkar governorate, MSF-Swiss advocates vis-à-vis authorities, INGOs, UN agencies, institutional donors and civil-society organizations toward an improved humanitarian and protection response for people affected by the current conflict, with specific emphasis on unmet health and humanitarian needs among host and displaced communities. 

The Humanitarian Affairs Officer will act in support of MSF-Swiss’ emergency advocacy strategy for Lebanon, which is based on four thematic areas: highlight gaps in humanitarian assistance, promote a principled-led humanitarian response, advocate for the protection of medical missions and protection of civilians, and monitor the humanitarian needs of people fleeing to Syria.  

Some of the specific tasks (non-exhaustive) related to the humanitarian context, and based on the abovementioned accountabilities  are: 

  • Through the use of the Red Flags monitoring tool and tools for testimony collection, gather information on the humanitarian needs of people affected by the conflict as well as from MSF staff in Akkar.  
  • In collaboration with the Medical Department, monitors the health situation in Akkar, and updates their line manager and technical referent upon related events or incidents.  
  • Supports in updating information on referral pathways for victims of violence and, upon request, contributes to training emergency medical staff and community health educators on these topics.  
  • On an ad-hoc basis and in coordination with the Akkar team, participates in working group meetings, including supporting the project in strategically delivering advocacy messages through sector meetings and similar forums. 
  • Upon request and in agreement with their line manager, supports the humanitarian response in areas other than Akkar or support other MSF sections present in the country.
