Monitoring and Evaluation Officer

Scope of work:

The Monitoring and Evaluation Officer’s responsibility is to coordinate and support the implementation of monitoring and evaluation of all the projects within the Child Protection Unit. The M&E Officer will be working closely with the M&E team, Child Protection Coordinator as well as with the field staff.

Main Tasks and Responsibilities (include but are not limited to):

Ensure the implementation of monitoring and evaluation policies and strategies in both Beirut and the Bekaa, focusing on the following:

  • Participate in and contribute to the finalization of monitoring and evaluation frameworks for the projects.
  • Assist in the development of monitoring and evaluation tools.
  • Provide technical support to the Program staff to strengthen their monitoring and evaluation system.
  • Conduct regular assessment on the field level M&E through staff meetings, focus group discussions, and monitoring forms, and develop and lead the implementation of a capacity development plan.
  • Enter data into database software and check to ensure the accuracy of the data that has been inputted.
  • Facilitate the review of progress every quarter and ensure problem-solving through remedial actions.
  • Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them.
  • Assist in the review of the quality of existing data sources, the methods of collecting them, and the degree to which they will provide good baseline data for the end of project evaluation to develop approaches to address identified gaps.
  • Follow up on the implementation of evaluation recommendations; ensure the optimal use of evaluation findings by guiding in the preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan.
  • Assist in the provision of a quarterly monitoring and evaluation report and regular reporting when needed.
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.

Required Qualifications (skills and Experience):

  • University Degree preferably in Public Health or related field.
  • At least two years of relevant M&E experience in GBV and Child Protection programs and technical experience, including the utilization of both quantitative and qualitative methodologies.
  • Experience in a non-governmental organization, and a good knowledge of local context in Beirut and the Bekaa;
  • Demonstrate ability to develop log frame and M&E plans and tools
  • Demonstrate ability to train and build the capacity of others.
  • Familiarity with current best practices in evaluation and performance management is beneficial.
  • Reporting Skills with experience in research, data collection, report writing, and analysis
  • Expertise in analyzing data using statistical software with experience in indicator development, methodology and tool design, data collection and analysis, data quality assessments, and/or performance monitoring
  • Excellent English communication and interpersonal skills
  • Computer Skills proficiency in Windows Excel and quantitative analysis.
