Site Management Supervisor (Saida)

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

 

THE VACANCY IS TENTATIVE UPON DONOR VALIDATION.

 

The Site Management Supervisor is responsible for following-up the daily field site management activities done by the field officers and community mobilisers for the project under the supervision of the Head of Project (HoP) and deliver objectives and tasks on-time and to a high quality. Also, he/she will work with the team in a highly efficient manner, prioritizing needs and targets, and reporting in a clear and concise manner on the progress and will provide support to the project teams for the assessment of all needs and related response activities. In addition, he/she will plan daily and weekly schedules, assigning resources and delegating tasks based on project priorities and logistical needs. Finally, he/she will oversee and be responsible for the delivery of assistance at the collective shelter and community level, coordinating with other field teams as needed, and ensuring progress towards common goals. 

 

Objective 1: Site Management and Team supervision (40%) 

  • Communicate and coordinate with communities, municipality focal points, the DRR unit, and other relevant field level actors on the daily implementation of tasks.
  • Plan and monitor multi-sectoral needs assessment to identify needs and plan for a multi-sectoral integrated response (WASH/Shelter/ FSL/BA, …)
  • Facilitate safety audits in collaboration with the site community and protection partner to inform site-level maintenance and repair work, and to identify protection needs and gaps.
  • Ensure Action Against Hunger response is aligned with technical humanitarian standards, sector guidance, and coordinated with other departments and organizations
  • Support local and regional Disaster Risk Management teams in coordinating services between sites and advocating for fundings
  • Plan and follow up site-level monitoring and service mapping to inform service referrals.
  • Apply a protection lens throughout the process in order to detect protection needs and refer to the appropriate actor  
  • Provide daily oversight of response modality service delivery directly at the field level, ensuring correct compliance with means of verification and reporting
  • Represent ACF in site management coordination meeting at regional level.
  • Monitor and support the coordination of services and management in the collective shelters like CRI distribution and site management activities.
  • Ensure weekly site monitoring through site coordination and inter-sector IM-developed site monitoring form to inform provision of assistance and address service gaps.
  • Support capacity building of site committees through the development of self-management and self-referral skills, and through skills mapping exercises.
  • Strengthen community participation and engagement by supporting the establishment of community committees, facilitating committee meetings, and promoting community participation in site-level activities.
  • Identify and respond to Emergency and implement activities at collective shelters and community level for Internally Displaced persons (IDPs) and affected population in the red zones
  • Ensure diversity and inclusion and ensure that protection considerations are mainstreamed across all sectors
  • Enhance communication with communities (CwC) through timely and informative information sharing while taking into consideration the special needs of persons with disabilities.
  • Conduct regular team meetings to review progress, address challenges, and strategize improvements.
  • Maintain open lines of communication, encouraging team members to voice concerns, ask questions, and propose solutions.

Objective 2: Shelter Activities Implementation (10%)

  • Supervise officers in executing shelter activities, including rehabilitation and construction of shelters, sanitary facility upgrades, and distribution of core relief items. Conduct regular field visits to ensure progress aligns with project goals.
  • Evaluate and approve the Bill of Quantities (BOQs) prepared by officers, verifying that specifications, quantities, and quality of materials meet technical standards before work begins.
  • Validate the measurements and quality of implemented work, ensuring it aligns with organizational standards. Address technical issues and provide solutions to maintain high-quality standards.
  • Oversee the process of gathering MOU/handover signatures from beneficiaries and property owners. Ensure officers clearly communicate roles and responsibilities to all parties involved, maintaining proper documentation for each handover.

 

Objective 3: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (20%) 

  • Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the technical manager any deviation
  • Ensure the delivery of identified services under the different response modalities with the highest quality and standard
  • Identify deviations and needs not covered and proposed adaptations to programme activities
  • Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department
  • Identify good practices and those that need improvement propose suggestions to adapt the program tools accordingly 
  • Monitor and track all field activities and deliveries, ensuring compliance and control is provided
  • Ensure the response is aligned with ACF strategy and Inter-Agency Sector standards
  • Oversee and ensure that distributions are conducted in an accessible and accountable manner
  • Receive and handle complaints and feedback from beneficiaries and refer to relevant actors

 

Objective 3: Reporting and archiving (20%)

  • Prepare detailed reports on project progress, challenges, and recommendations for improvements (weekly, monthly)
  • Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  • Ensure proper documentation of challenges, lessons learned and best practices
  • Oversee the collection of data and field reports from team members, verifying accuracy and consistency before submitting to management.

 

Objective 4: Coordination and referral monitoring (10%)

  • Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level and with (WASH/Shelter/ FSL and BA) departments internally 
  • Support in the maintenance and functioning of a proper coordination and referral system with ACF departments and organizations/entities working in the area (referral mechanism…)
  • Ensure proper communication of the hotline and feedback mechanisms

 

Objective 6: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

 

Objective 7: Support humanitarian activities of Action Against Hunger

  • Support any other emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.

 

Objective 8: Gender & Safeguarding (cross-cutting)

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.
  • Promote gender equality within the humanitarian and/or development work

 

 

Training/ Education: Bachelor’s degree in Humanitarian Studies, Social Sciences, International Relations, or Engineering,  

Technical specific knowledge:

  • Knowledge in Disaster risk reduction (DRR)  
  • Knowledge in Site management/camp coordination/ Protection. 
  • Knowledge in WASH and shelter. 

Previous experience:

  • Three years’ experience working in a related field of expertise.
  • Experience in the humanitarian sector.

Personal requirements:

  • Ability to work in a team.
  • Ability to manage stress effectively.
  • Ability to manage time and priorities well.
  • Excellent communicator and negotiator with excellent interpersonal skills.
  • Ability to work with a degree of autonomy on set tasks.

Languages: Fluent Arabic, Fluency in written and spoken English.

IT and specific systems: Good skills in Microsoft Word, Excel, Outlook and good skills in smart phones/technology for conducting assessments.
