The Technical Program Officer will be responsible for managing and implementing projects, activities and interventions related to the LRC MHPSS & PGI Program.
She/ He will be responsible in keeping track of the MHPSS and PGI program implementation within the DRR unit.
Essential Responsibilities and Duties
- Plan for, implements and monitors MHPSS & PGI activities under the MHPSS & PGI program according to the overall MHPSS & PGI national strategy and program.
- Coordinate and work with the MHPSS & PGI Core team officers to facilitate and promote MHPSS & PGI cross-cutting results and team work across LRC Sectors and units (Disaster Management, Medico-Social, Youth and DRR).
- Participate in or ensure representation of the program when relevant in inter-departmental MHPSS committee meetings and Inter-Agency coordination meetings/working groups.
- Support in scaling up the MHPSS & PGI program in LRC according to the strategy.
- Submit timely and accurate monthly, quarterly and annual narrative reports on the MHPSS & PGI projects and activities.
- Conduct monitoring field visits on a regular basis to the different project sites to ensure that activities are being implemented according to the national MHPSS & PGI standards.
- Provide technical support on mental health, psychosocial support, and PGI Topics such as gender-based violence, and child protection to field and HQ teams.
- Work on the integration of MHPSS & PGI topics, matters and indicators in the projects and programs of the DRR unit.
- Organize, facilitate and provide training sessions on MHPSS & PGI related topics for staff and volunteers of LRC.
- Support in content development of MHPSS program materials (tools, protocols, guidelines, trainings, etc.).
- Provide support and coordination for MHPSS/CP/GBV referrals in the field.
- Support in the staff and volunteer self-care program.
- Support the successful implementation of MHPSS & PGI projects or components within projects, including narrative reporting and indicator tracking.
- Contribute to establishing and implementing operational work plans, setting clear targets and activity plans for new or ongoing MHPSS & PGI projects or project components.
- Prepare project/program related documents and reports and support in the preparation of project proposals as requested. Support the development and maintenance of appropriate project management tools as requested.
- Support in the monitoring and evaluation of the projects/programs both with field visits and the preparation/analyses of M&E and tracking tools.
- Contribute to the project assessment process (recruitment of consultant, review and validation of deliverables, preparation of terms of reference, etc.).
- Identify key issues or potential challenges on MHPSS & PGI and support in the development of analysis and recommendations to mitigate or overcome these challenges.
- Collect, register and maintain all information on the MHPSS & PGI program activities ensuring adherence to information management systems/processes.
- Prepare agendas and arrange field visits, appointments and meetings both internal and external related to the project activities and write minutes of the meetings;
- Follow up on office administration and project management tasks, matters and issues (e.g. procurement and finance procedures).
Function Specific Experience
- Experience in project management and the monitoring and evaluation of project activities
- Experience of working for a humanitarian aid organization in Lebanon
- Experience of writing narrative reports
- Previous experience as an LRC volunteer is an asset
Industry Related Experience
- Experience in conducting Psychosocial Support and Protection activities and programs with children, youth and adults within communities.
- Experience in providing technical supervision to field teams on Psychosocial Support and Protection topics.
- Experience in training field personnel on Psychosocial Support, and Protection topics.
