Established in 2006, IOM Lebanon has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development. The Office is implementing activities across Lebanon.
Since October 2023, IOM Lebanon has been addressing the humanitarian needs of Internally Displaced Persons (IDPs) and supporting the Government of Lebanon to prepare for conflict escalation. From the onset of the recent escalation, IOM has worked closely with the government, UN counterparts and local partners to ensure a comprehensive response across six key areas: displacement tracking, site coordination, provision of basic assistance, health, and protection services, while ensuring the inclusion of migrants in preparedness and response efforts.

Site Management (SM) will provide support in both government and non-government sites, to assist IDPs living inside and outside collective sites, to connect them with humanitarian service providers and assistance to support their access to safe and dignified living conditions. Site monitoring, coordination and referrals to humanitarian service providers are required in order to ensure that appropriate Shelter, WASH, Protection and other essential services are available and appropriate for the needs of displaced populations.

Under the overall supervision of the Emergency Coordinator and the direct supervision of the Programme Manager (Site Management), the Senior Programme Associate Site Management will be supporting the implementation and monitoring all Site management and coordination activities conducted by IOM and its partners in several areas of intervention in Lebanon.

  1. Support the establishment and maintenance of an effective coordination system of site management at site or area level.
  2. Assist in the recruitment and mobilization of Site Management (SM) Support mobile/Area based teams in coordination with the Programme Manager (SM).
  3. Act as Focal Point in coordinating the mobile SM teams deployments to targeted districts of displacement within Lebanon.
  4. Assist in establishing and maintaining appropriate links and provide support to relevant District level authorities, including maintaining effective coordination and information exchange with them and development of Area level displacement management plans.
  5. Monitor SM Mobile/Area level teams undertake required assessments at site or area level aimed at collecting information on services available, site conditions and referrals required.
  6. Facilitate the mobilization and participation of the displaced populations at site level, with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into the decision-making processes.
  7. Provide information and guidance with respect to the clarification of roles and responsibilities amongst stakeholders in the area and support capacity building activities as required.
  8. Support the implementation of small-scale site improvements work in coordination with the shelter, WASH and Protection teams, map safety risks and other hazards at site level and surrounding communities when feasible.
  9. Support relocation and contingency planning based on Collective Site Capacity and most likely scenarios in terms of population movements, in line with the Site Management Coordination (SMC) Sector Strategy.
  10. Contribute to the development of an effective referral mechanism in close collaboration with relevant stakeholders.
  11. Contribute to the development of Community Feedback Mechanisms (CFM), and to facilitate the mainstreaming of Protection and Accountability to Affected People at site level.
  12. Assist with the development of IOM Site Management standard operating procedures as well as other strategic documents.
  13. Provide technical inputs for resource mobilization efforts as well as for meeting donor reporting requirements.
  14. Perform such other duties as may be assigned.

Qualifications

Education

  • Completed High School from an accredited academic institution with six years of relevant professional experience; or,
  • University degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience


•    Experience in Camp Coordination & Camp management/Site Management, preferably at an operational level, in emergency and conflict environments
•    Experience managing operational field teams, preferably utilizing Area Based Approaches or  Mobile CCCM teams
•    Excellent Monitoring and Evaluation Skills; Managerial Skills; Organizational Skills; Accuracy; Ability to work with limited supervision
•    Delivers on set objectives in hardship situations
•    Effectively coordinates actions with other implementing partners
•    Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives
•    Has significant field technical experience in order to guide and lead the Site Management Mobile teams.
•    
Skills
•    In depth knowledge of the broad range of migration related subject areas dealt with by the Organization
•    Strong technical competence and experience in all aspects of camp coordination and
management is highly desired
•    Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobo toolbox, ODK and report writing
•    Proved experience in conducting field research and preparing research reports
•    Good knowledge of the migration context in Lebanon and the region
•    A good knowledge of IOM’s mandate and activities is a distinct advantage. 

 

Languages

For all applicants, fluency in English & Arabic is required (oral and written).

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
