Terms of Reference (TOR) for Field Consultant

Objective of the Consultancy:
The primary objective of this consultancy is to ensure continuous on-site presence to effectively monitor and oversee field activities, coordinating closely with SI service providers and trainers. This role supports SI in maintaining operational consistency, streamlining day-to-day activities, and providing direct on-ground support for the efficient execution of all project components.

Scope of Work and Tasks:
The consultant’s responsibilities include, but are not limited to, the following tasks:

  1. Support for Olive Training Sessions:
    • Assist the trainer hired by SI in organizing olive training sessions.
    • Handle venue booking, participant coordination, and logistical preparations.
    • Ensure that all session-related arrangements are executed smoothly and efficiently.
  2. Support for Data Collection Activities:
    • Work closely with the service providers/enumerators hired by SI to assist in various data collection methods, including Focus Group Discussions, Key Informant Interviews, and Questionnaires.
    • Attend all data collection sessions, take detailed notes, and report findings to SI.
    • Ensure daily presence at field sites to facilitate data collection.
  3. Support in Purchasing and Distributing Agriculture Kits:
    • Assist in the procurement and distribution of agriculture kits for olive farmers.
    • Follow up with farmers to monitor the effective use of these kits and provide guidance as needed.
  4. Cooperative Support and Market Linkage Facilitation:
    • Identify one cooperative to support in strengthening production capacity.
    • Facilitate market linkages between farmers and processors through a series of four meetings or roundtable discussions.
    • Support contract farming arrangements by organizing discussions between the farmers' purchasing and selling committees and potential suppliers, traders, and markets.
    • Guide committees in identifying key market opportunities, negotiating sales agreements for agricultural output, and exploring options for collective procurement of agricultural inputs.
  5. Coordination with Farmers:
    • Establish and maintain effective communication with farmers involved in the project.
    • Provide guidance and support to farmers, helping to address any issues or questions related to the project.
  6. Procurement and Logistical Support:
    • Assist the SI procurement team with logistical requirements for field activities, ensuring timely provision of materials and resources as needed.
  7. Reporting:
    • Prepare daily and weekly reports on field activities, summarizing progress, challenges, and recommendations.
    • Collaborate with the SI team to provide insights for continuous improvement of project implementation.
