JOB PURPOSE:
To represent, manage and ensure the effective implementation of Oxfam in Lebanon’s Emergency Response in North Lebanon. Ensure that policies are implemented and strategies are adjusted according to the local context, key standards of reporting, programme quality and accountability are met, and that there is adequate integration of various sectors (WASH, Food Security, Basic Assistance and Protection) and local partners’ interventions.
The post holder is expected to be committed to Oxfam’s vision and values and lead with integrity always. S/he represents Oxfam with local authorities, the UN, donors, local partners and other external stakeholders in her/ his area of operation.
The post holder will be closely working with partners and the programme technical teams at the field office.

KEY RESPONSIBILITIES
Project Cycle Management & Programme Quality
- Overall coordination and management of response activities in North Lebanon.
- Contribute to the design and budgeting of new projects, activities and interventions.
- Leads on initiating relevant procurement processes, with support from Logistics, in line with Response spending and procurement planning.
- Ensure the implementation of MEAL plans and support the MEAL team in developing/reviewing log frame/results frameworks and Indicator Performance Reporting Table for existing projects.
- Work closely with the MEAL team and partners, where appropriate, in the establishment of a safe and functional feedback mechanism.
- Oversee the preparation of high quality and timely reports on programme activities and results for internal and external use, including sitreps and reports for institutional donors.
- Ensure Oxfam’s Programme Management System (OPAL) is updated and relevant.
- Ensure compliance with Oxfam and donors quality standards, rules and regulations.
People & Team Management
- Ensure recruitment and management of field staff is in accordance with Oxfam procedures and policies.
- Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed.
Working with Partners
- Leads on relationships with partners, including following up on the quality of the partnership, activity implementation, spending.
- Oversees the monitoring of progress against each project’s partnership agreements.
- Ensure partnership principles are understood/applied by relevant team members.
Humanitarian Strategy and Planning
- Contribute to the development and, if needed adjustments, of the overall Response Plan based on identified needs and gaps, and changes in context, in North Lebanon.
- Operationalise Oxfam’s humanitarian approach, focused on community engagement, feminist principles, safe programming and local humanitarian leadership, in North Lebanon.
- Identify and internally raise operational challenges, feeding into key advocacy issues that support programming.
External Representation and Coordination
- In coordination with Response Lead, represents Oxfam in regional platforms.
- Ensure a constant and constructive relationship with local actors, institutions, other agencies, and the private sector.

In addition:
Education: Master’s degree in Development/Humanitarian Studies, Social Sciences, or a related field (or equivalent experience).
Experience: Minimum of 5 years of experience in programme management, with at least 2 years in a managerial or supervisory capacity within humanitarian settings.
Skills and Knowledge:
- Good planning skills, with initiative, able to exercise sound judegment and can manage multiple tasks in an effective, pro-active and timely manner.
- Experience of working collaboratively with a wide variety of organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions.
- Ability to work well under pressure and in response to changing needs.
- Ability to manage multiple priorities and meet deadlines in a dynamic and fast-paced environment.
- Effective team management skills.
- Ability to demonstrate sensitivity to cultural differences and gender issues.
