JOB PURPOSE:

To represent, manage and ensure the effective implementation of Oxfam in Lebanon’s Emergency Response. Ensure that policies are implemented and strategies are adjusted according to the local context, key standards of reporting, programme quality and accountability are met, and that there is adequate integration of various sectors (WASH, Food Security, Basic Assistance and Protection) and local partners’ interventions. Represents Oxfam to authorities, the UN, donors, (I)NGOs, local partners and other external stakeholders.

KEY RESPONSIBILITIES

 

Humanitarian Strategy and Planning

 

  • Lead, together with DCD, the review, adaptation, and development of the Response Plan based on identified needs and gaps, and changes in context.
  • Ensures that risk management and contingency planning is included at all stages of the response.
  • Maintains an up-to-date understanding of the humanitarian situation in the country, early warning data, access and security issues, and emergency responses by other actors, and briefs teams on relevant and latest information as it affects Oxfam and partner’s work.
  • Ensures regular coordination with the Oxfam Global Humanitarian Team (GHT), MENA Regional Platform and Executing Affiliate (EA) on overall support to the response
  • In cooperation with the Business Development Manager, leads on donor engagement planning related to the response

 

Project Cycle Management & Programme Quality

  • Ensure day to day management of Oxfam’s Lebanon Response
  • Ensures, in close coordination with other colleagues, the implementation and follow up of the response plan
  • Responsible to ensure that the Response integrates Oxfam Humanitarian approach, ensuring implementation of the Safe Programming approach, the Feminist Principles, Local Humanitarian Leadership, and Community Engagement, as well as Oxfam ambitions and international commitment
  • Support the security manager in managing risks for the Lebanon response, ensures security management plans and SoPs for the crisis response are in place
  • In charge of anticipating and managing risks that could threaten the organization’s reputation, operational viability and security.
  • Liaises closely with the OiL Influencing Lead to ensure that operational data informs Oxfam influencing work on the crisis – and that influencing priorities are adequately considered in program planning and operationalization.
  • Ensures effective management of financial and human resources in line with Oxfam policies.
  • Responsible for ensuring the design and implementation of the Monitoring, Evaluation, Learning and Social Accountability plan.
  • Promotes learning and knowledge management on the response
  • Ensures the mainstreaming of gender, safeguarding and safe programming considerations throughout all of the planning and response efforts, and adherence to Oxfam’s policies and guidelines.

 

People & Team Management

  • Manage the relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed.
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project.

 

Working with Partners

  • Accountable for the design of partnership strategies for the response, ensuring Oxfam values and partnership principles are followed and that partners get support from Oxfam in alignment with their capacities and needs.

 

Reporting and Compliance

  • Accountable for ensuring reporting for internal and external use, including sitreps and donor reports and ensure good dissemination of results and achievements inside the Oxfam confederation as well for external audiences.
  • Ensure compliance with the rules and regulations of Oxfam and Oxfam’s donors.

 

External Representation and Coordination

  • In coordination with the DCD, represents Oxfam within platforms related to the Lebanon crisis such as UN agencies and INGOs to ensure coordination, information sharing, development of alliances and networks and promoting collaborative work to ensure better impact of the response.
  • Ensure a constant and constructive relationship with local actors, institutions and the private sector.

Lead on the coordination of visits of donors, and/or partners related to the programme.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

In addition:

• Education – A relevant post-graduation degree or equivalent

• Minimum of 7-10 years in relief, recovery and /or development work with INGO / NGO/ or Government,

and knowledge and experience on Cash Programming and WASH in a humanitarian context.

• Demonstrated experience working on Emergency Response, Cash Transfer Programming, WASH

and emergency livelihoods issues in the humanitarian contexts.

• Familiar with the Core Humanitarian Standards (CHS)

• Adequate experience in Partnership Management and localisation

• Adequate knowledge of protection and gender justice.

• Proven experience in effective budget monitoring

• Demonstrate very strong leadership and management skills and ability to work in the team
