Emergency Response Field Assistant

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

3. Organizational Relationship

The Field Assistant will play a vital role in executing emergency response activities at the field level, directly supporting crisis-affected communities. This position involves conducting assessments, distributing aid, coordinating with local stakeholders, and monitoring project activities to ensure effective and timely assistance for vulnerable populations.

4. Specific Duties and Responsibilities

1. Field Implementation and Support
•    Assist in the preparation and implementation of emergency response activities, including the distribution of food, NFIs, and essential services.
•    Support needs assessments for food security, water, sanitation, shelter, and protection, identifying priority areas for intervention.
•    Engage local stakeholders and community leaders to ensure effective and community-centered operations.

2. Data Collection and Reporting
•    Conduct surveys, focus groups, and key informant interviews to gather data on needs, vulnerabilities, and food security concerns.
•    Record observations accurately, reporting findings to the ERT.
•    Provide ongoing updates on field conditions, security concerns, and emerging challenges.

3. Distribution and Monitoring
•    Assist with organized and dignified distribution of food and non-food items, ensuring transparent processes.
•    Monitor the effectiveness of aid distribution, focusing on food security outcomes and gather beneficiary feedback.
•    Identify and address issues during distribution, coordinating with supervisors to ensure smooth and effective operations.

4. Food Security and Protection
•    Assess community food security needs and collaborate in identifying sustainable support options.
•    Monitor community safety and protection concerns, including potential risks related to food access and distribution points.
•    Coordinate with protection staff to ensure aid distributions respect dignity, safety, and access for all beneficiaries, especially vulnerable groups.

5. Documentation and Compliance
•    Document all activities and distributions in alignment with organizational policies and standards.
•    Follow humanitarian principles, gender sensitivity, and a do-no-harm approach in all interactions.
•    Maintain beneficiary confidentiality and uphold dignity in all emergency response efforts.

6. Coordination and Collaboration
•    Collaborate with Team, volunteers, and departments (e.g., logistics, WASH, food security, protection) to ensure efficient, coordinated field operations.
•    Participate in team meetings, training sessions, and coordination meetings as needed, contributing insights on food security and protection concerns.

5. Qualifications / special skills or knowledge

Education: High school diploma or equivalent; a degree in social work, development studies, or a related field is a plus.
Experience: Minimum of 1 year of experience in field-based humanitarian work, particularly in emergency response settings

Skills:
Strong interpersonal skills and the ability to engage with diverse communities.
Basic data collection and reporting skills.
Organizational skills and attention to detail.
Ability to work under pressure in difficult environments and adapt to rapidly changing situations

b. Experience: 

At least  1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on emergency

c. Academic background:

High school diploma or equivalent in social work or a related field.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
