WaSH Officer - Bekaa Area

Programme

• Prepare the daily activities of team under supervision
• Supervise the WASH technicians’ team and ensure their capacity building and transfer key skills
• Investigate and facilitate the introduction of new technologies, methods, and approaches to improve the quality of WASH construction works (including solarization works)
• Design and undertake tailored solutions as per the national WASH strategy standards
• Develop detailed and accurate tender documents including technical designs, drawings, Bill of Quantities, the scope of work, quality assurance, and other technical details required for project implementation as per donor requirement
• Review, approve and issue construction BoQs
• Plan and monitor the progress of WASH construction and rehabilitation works
• Approve final handover of construction works
• Establish efficient approaches to deliver water trucking & desludging services
• Identify locations where alternative solutions can be applied for water trucking & desludging
• Establish an effective monitoring strategy to ensure services are provided as per WASH strategy
• Plan and prepare monthly water trucking & desludging figures to be shared with suppliers before the start of each month
• Review and approve monthly figures and ensure payment files are arranged by the end of each month
• Review data collection (newcomers, inactive sites…) and adjust services plan accordingly
• Ensure water quality provided is as per specifications
• Plan regular sampling campaigns from households, suppliers, boreholes…
• Liaise with laboratory service provider and follow-up on water quality monitoring
• Plan and implement capacity building for community mobilizers/focal points to ensure community engagement in Services provision
• Ensure emergency preparedness, response and mobilization is well arranged
• Maintain good communication and coordinate activities with HP Officer and support HP team as needed
• Perform other essential duties as deemed necessary by the line manager

Reporting

• Keep close (daily) communication with partner organization and update on activities
• Provide regular reports to the Manager on project implementation progress (indicators, achievement…)
• Report monthly execution figures on internal, partner/donor tools.
• Support WASH Manager in preparation of periodic narrative/technical reports

HR management

• Participate in identification of new recruitment needs
• Orient, assist and support team under supervision ensuring quality compliance for all engineering works.
• Organize workshops with program teams/identify capacity building requirements
• Perform regular performance reviews for team under supervision
• Manage and report any potential conflict (internal or external) of team under supervision

Logistics & other operational departments

• Ensure that procurement, delivery, and distribution of materials and equipment are timely and according to procedures
• Liaise with procurement and logistics department to follow-up on Purchase Requests
• Prepare weekly movement plan of team under supervision
• Develop external relationships with municipalities, beneficiaries, ministries, regional water establishments, consortium members, other WASH NGO’s staff and other relevant stakeholders.
• Close collaboration with local authorities across the whole project phase for information, approval & follow up purposes
• Interagency coordination: international and national NGOs working in WASH or other sectors, UN bodies, Municipalities Water Establishments…
• Manage incoming and outgoing referrals through NABAD referrals channels
• Respond to incoming referrals related to WASH construction under area of intervention
• Maintain a close communication with MEL department to follow-up on progress and create/adjust monitoring and evaluation tools.
