Background:
The project aims to support a favourable protection environment for refugees and host communities. Through two Community Development Centers (CDCs), Amel will implement community empowerment activities, manage and train Outreach Volunteers (OVs), and build the capacity of refugees and host communities through skills and life skills training. Through the community-based interventions, Amel will ensure that refugees will also have access to timely and accurate information and will be involved in informing UNHCR programme design. The project also aims to reduce the Gender Based Violence (GBV) related risks and to ensure that GBV survivors have access to timely, safe, and quality services and continuous prevention and risk mitigation interventions. Through a survivor-centred approach, Amel will provide service for GBV survivors or at risk of exposure to GBV, with a focus on women and girls from both the refuge and host communities in the targeted areas. Provided services will include timely and quality casemanagement, cash assistance, psycho-social activities, and awareness-raising activities. The project will be implemented in Haret Hreik, and Ain El Remmaneh and will reach in total 20 000 instances of participation in 2023. Moreover, safe spaces for women and girls within the CDCs will be supported through life skills,
skills building (vocational), learning activities, awareness sessions recreational activities and among other community-based initiatives will be implemented. These services will complement protection activities by increasing the umbrella of protection services; and increase the focus on the marginalized groups who are most affected by the current deterioration of situation and life conditions.
About the Role:
The GBV Case Worker will be working on Amel’s GBV project alongside with other team members under the supervision of the Case Management Supervisor, GBV & PSS Officer with the necessary liaison with the Technical Advisor and Program Coordinator. She/he is based in Ain El Remmaneh community center. She/he coordinates and reports on the implementation of the project.
Main Duties and Responsibilities
Work closely with the GBV team to develop and lead the project activities. Provide gender- based violence case management, including direct psychosocial support, to vulnerable beneficiaries, particularly at-risk adolescents, girls, and women, and LGBTIQ+ individuals, in accordance with best practices and international standards.
Case management services will involve assessing needs, developing a recovery action plan, referring individuals to appropriate services, implementing the action plan, and ensuring proper follow-up and case closure as necessary.
Support the identification of vulnerable targeted groups, including home visits, internal and external referrals, and cooperation with other stakeholders.
Ensure that the POC's data is filled out and stored in an appropriate protection information system in compliance with data protection policies, while also maintaining confidentiality.
Flag all high-risk cases in which judicial intervention is required to the case management supervisor and ensure they are referred immediately;
Attend monthly supervisory meetings to verify adherence to care standards and appropriate case management.
Actively contribute to the upkeep of an up-to-date service mapping of the service providers operating in the implementation area; with the assistance of team members.
Inform the case management supervisor about deficiencies in GBV response services and referral protocols.
Adopt and apply all the monitoring and evaluation tools related to the different project activities.
Prepare and submit reports and documentation for activities in a timely manner and report directly to the case management supervisor.
Coordinate with the entire team, especially the psychotherapist, to ensure that proper and holistic services are offered to the identified vulnerable groups.
Assist in providing age-appropriate psychosocial support sessions in mobile and static-safe spaces,
Other duties
Adhere to the principles and guidance of the National SGBV Case Management and SOPs, including mandatory reporting requirements;
Attend and participate in local and capacity-building trainings throughout the year;
Complete all online courses requested from the program coordinator throughout the year;
Be available to attend and participate in internal and external meetings;
Meetings with other program staff are required and will be on a timely basis;
Maintain positive relations with other team members;
Ensure the utmost confidentiality of the beneficiary's data and information;
Maintain flexibility to apply and undertake any other task related to the project, and required by the center coordinator and/or case management supervisor and/or GBV and PSS Officer.
Requirements, Qualifications and Skills:
⮚ Master’s Degree in Gender Studies, Social Work, or other relevant academic field with extensive experience in GBV programs is a plus.
⮚ In depth knowledge of Gender mainstreaming in the humanitarian context and familiarity with the main GBV tools, including the IASC Guidelines on GBV in Emergency Settings, the Interagency GBV Case Management Resources Package and the guidelines on PSEA.
⮚ Strong interpersonal skills and the ability to work within multi-cultural environments; ability to work within a team structure or independently, flexible, and can cope with stressful workloads and working with limited resources.
⮚ At least 3 years practical experience in implementing GBV projects at international or national NGOs.
⮚ Demonstrated knowledge and experience in provision of case management service and support to GBV survivors.
