1. Background of the assignment: The Mental Health and Psychosocial Support (MHPSS) Department provides MHPSS consultations through its case management teams located in Bekaa, South, Akkar, Akkar, Beirut and Mount Lebanon. Additionally, it provides awareness sessions on mental health topics, and community support group activities, mental health trainings, and coordination with the National Mental Health Program, with the Ministry of Public Health (MoPH) for the integration of mental health into primary healthcare.
2. Purpose of the assignment: The purpose of this scope of work is to support the procurement of the services of consultant, MHPSS.
3. Deliverables:
Daily program implementation
Support the oversight and organization of the work of MHPSS services provided in PHCCs, in PSUs and Collective shelters.
Assist in the preparation of work schedules, validated by all concerned parties and oversee the proper commitment and respect to the implementation of the schedules.
Provide follow up on the implementation of the program and collect information through written reports and data collection sheets.
Attend and represent IMC MHPSS Department in interagency and local coordination meetings as requested.
Organize and attend MH case management technical meetings.
Conduct regular visits to communicate and follow up on Primary Health Care Centers supported by IMC and maintain good relationships with all partners.
Monitoring and evaluation:
Provide input and ensuring MHPSS activities and trainings provided in PHCCs, PSUs and Collective shelters run according to protocol and program;
Provide support to staff to ensure planned activities are in line with project indicators, objectives and timeline.
Support the utilization and implementation of measuring tools to assess success in accordance to indicators of program.
Monitor programming so that it is on track in absence of direct supervisor; reporting daily on important issues that require supervisor feedback and decision making.
Assist in the development of M&E tools and mechanisms.
Ensure the proper implementation and utilization of M&E tools and mechanisms on regular basis.
Capacity building
Build the MHPSS CM team’s capacity in PHCCs, PSUs and shelters to document and fill all reporting tools and qualitative reports and utilize the evidence for program improvement.
Develop internal training modules and conduct training modules specifically related to the current emergency context.
Provide mental health training sessions to other staff from different IMC departments or other organizations when needed.
Follow up on the MHPSS capacity building framework for IMC case management teams.
Support capacity development assessment.
Lead on the development of training plan for the MHPSS case management team and PSU staff within the PHCCs, PSUs and Collective shelters.
Follow up on the implementation of trainings, prepare schedules, ensure the training requirements are set and follow up on the implementation – for staff and partners.
Ensure that all documentation related to trainings are being filled and properly documented: fill in attendance sheets, pre-post tests, submit training report.
Participating in training, supervision and team meetings, and be main mental health focal point for IMC in the designated area.
Reporting
Conduct regular – weekly visits to PHCs/centers supported by IMC to monitor the work and ensure flow of communication with partners.
Ensure that data is being collected by MHPSS CM team on regular basis (daily, weekly and monthly);
Analyze and consolidate data.
Monitoring records and preparing reports for proper information flow and legal action;
Conduct file audits and submit monthly tracking reports to MHPSS Manager.
Provide technical oversight, following the MHPSS standards of practice, on case management services provided at the MHPSS supported clinics in addition to the MHPSS activities being conducted by the team on the field
Document meetings that take place in the area of work.
Submit regular reports (weekly and monthly) to the Technical unit
Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.

Payments will be based on the completion of and International Medical Corps acceptance of deliverables
Location: Consultant resides in Lebanon and will conduct work across different areas.

Consultant Specifications
To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.
Minimum Qualifications
Typically, a bachelor’s degree in social work, Psychology, public administration or other relevant qualification. Equivalent combination of relevant education and experience may be substituted as appropriate.
Master’s qualification in MHPSS, public health or administration and in project cycle management desired.
Typically, 3+ years of previous relevant experience in Mental Health activities and programs.
Familiar with the IASC MHPSS guidelines in emergency settings;
Training of Trainers (TOT) in Psychological First Aid (PFA) is desirable.
Previous experience in emergency response settings is preferable.
Experience in the provision of training is highly needed.
Previous NGO experience and familiarity with humanitarian/development related MHPSS, Health, Protection programming and/or MEAL processes.
Willing to adhere to field schedule, great sense of commitment and high willingness to learn.
Excellent organizational and managerial skills. prioritize tasks, meet deadlines, and ensure high quality work.
Fluent in spoken relevant local and English languages
Good communication, teamwork skills and ability to work in multicultural and multidisciplinary environment.
Emotional maturity and agility in working in a fast-paced environment.
Computer literacy with demonstrated experience in utilization of databases and Microsoft Office.

3. Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.
−The proposed payment schedule for this assignment (total budget) 1,500USD/month.
−To be paid (e.g daily, monthly, end of assignment, on a specific date): Payment to be paid based on report.
−International Medical Corps shall pay Consultant at hourly, daily, monthly rate. Monthly basis.
−Minimum hours per day: N/A and Maximum hours per day: N/A
Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.
4. TITLE RIGHTS
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant.
5. INSURANCE
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees
6. TAXATION
International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract.
7. TERMINATION OF CONTRACT
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.
In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
