Wash and Shelter Project Manager

The WaSH and Shelter Project Manager is responsible for implementing WaSH and Shelter Projects and to support Water Establishments and local authorities to improve WaSH service delivery to affected population. The WaSH and Shelter Project Manager role is to provide technical oversight and coordination of ACTED’s WASH and Shelter interventions which fit within the framework of ACTED’s localization approach for the provision of integrated WASH and Shelter support.

  • BACKGROUND

ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED has recently launched a program through Dutch funding supporting livelihoods through Social Development Centers and supporting local enterprises in consortium with 3 other international NGOs.

  • Functions

Under the supervision of the Country Projects Coordinator, The WaSH and Shelter Project Manager will be fully responsible of the direct implementation of ACTED’s Emergency Response WaSH and Shelter activities and managing the team implementing these activities.

 

  1. Assessment of target communities
  • Conduct preliminary meetings with local authorities, municipality representatives to present the project objectives, and project activities
  • Conduct needs assessment and focus group discussions in target areas in collaboration with local authorities to finalise project details.
  • Analyse assessment results and developing recommendations for project implementation.

 

  1. Project Implementation
  • Plan the various stages of project implementation in relation to wash and shelter components, and design appropriate tools and methodologies;
  • Guide the implementation of the project and the methods of follow-up, with a focus on technical aspects and quality insurance through close monitoring;
  • Manage project finances, logistics and materials in relation to wash and shelter activities;
  • Liaise with all internal and external counterparts of the wash and shelter component;
  • Assess the activities undertaken and ensure efficient use of resources;
  • Develop detailed work plan for the project (for all project team; including partners) and overseeing the implementation of activities, updating work plan accordingly on a weekly basis;
  • Determining technical specifications and quantities needed for proposed projects in coordination with local authorities and technical staff; and in close coordination with technical experts.
  • Development of  capacity building training for local authorities with an emphasis on participatory governance methods;
  • Providing daily and weekly progress reports and a bi-weekly update of the project management framework;
  • Ensure the overall project implementation as per national standards, donor agreement, logframe and ACTED guidelines and agreed implementation strategy.
  • Collaborate with engineering teams to ensure works are carried out in accordance with agreed drawings, BoQs and specifications, and promptly address any discrepancies according to established procedures.    
  • Manage transparently end effectively the contractors and/or consultants ACTED hires to design/execute rehabilitation works.
  • Review of budget follow up and liaise on regular basis with finance department to ensure all project expenditures are in line with budget forecasts;
  • Manage procurements in collaboration with logistic department;
  • Supporting the AME department in conducting monitoring and evaluation activities;
  • Access and evaluate the field activities on on-going basis (including security) and propose modifications as necessary, including advising on efficient use of resources in further phases of the projects.
  • Ensure high outcomes quality and take into consideration national and global relevant guidelines;
  • Ensuring that project activities are in line with ACTED’s program strategy;
  • Ensure FLAT procedures are respected for all project activities.

 

  1. Coordination and external representation
  • Attending area-level coordination meetings to avoid duplication of activities with other agencies;
  • Represent ACTED in relevant coordination meetings and WGs;
  • Bilateral coordination with CBOs and other NGOs to avoid duplication and collect information on gaps and needs;
  • Upon request, meet and represent ACTED at Donor meetings.
  1. Accountability to Communities and Beneficiaries

The Project Manager is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.

 

  1. Knowledge, skills
  • At least 5 years of experience in project management, with at least 2 years of field experience;
  • Technical background in Engineering, Architecture or other related fields
  • Good knowledge of Beirut, Mount Lebanon, Baalbek and the South of Lebanon
  • Strong technical background in environmental management, water and wastewater management or construction
  • Proven experience working in an emergency context
  • Prior experience managing projects in coordination with authorities in Lebanon, and dealing with local stakeholders
  • Experience in coordinating training and/or capacity building
  • Strong project management skills;
  • Experience managing project teams;
  • Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context;
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail;
  • Independent, adaptable, flexible and hardworking;
  • Strong humanitarian motivation and understanding of international assistance.
  • Prior experience using basic computer software required, notably in word and excel;
  • Previous experience working with a variety of stakeholders in humanitarian or development aid.
  • Good knowledge of water and wastewater national standards and common practices in Lebanon beneficial
