• An Expert Communicator: Skilled in presenting complex findings to a variety of stakeholders.

QUALIFICATIONS

• Minimum of 5+ years of experience in research and development, preferably with a focus on technology, public policy, or governance.
• Master’s or Ph.D. in a relevant field (e.g., Public Policy, Technology, Behavioral Sciences, or Data Science).
• Proven record in leading research teams, securing grants, and developing innovative public sector solutions.
• Familiarity with AI applications, data analytics, and emerging GovTech trends.
• Strong publication history in relevant disciplines (white papers, policy briefs, journal articles.
• Deep understanding of civic technologies, e-governance, and stakeholder needs.

KEY RESPONSIBILITIES

As the Head of R&D, you will report directly to the Executive Director and oversee all R&D efforts, including:

1. Research Leadership and Strategy

• Define and implement SmartGov’s R&D agenda in alignment with organizational goals.
• Foster innovative approaches to address governance challenges using operational research, policy analysis, digital solutions, and emerging technologies.
• Build partnerships with academic institutions, think tanks, and industry leaders to enhance research quality and influence.

2. Team Development and Collaboration

• Lead and mentor the R&D team, ensuring cross-disciplinary collaboration.
• Collaborate with program managers, policy experts, and stakeholders to design impactful research initiatives
• Oversee research papers, conduct proofreading and literature review 

3. Publication and Thought Leadership

• Produce groundbreaking research, white papers, and policy briefs.
• Represent SmartGov at international conferences, summits, and media engagements to showcase findings.

4. Innovation and Implementation

• Translate R&D insights into actionable products, services, or strategies that enhance governance and civic engagement.
• Drive the patenting and scaling of innovative solutions developed by SmartGov.

5. Monitoring and Evaluation

• Establish mechanisms to track and evaluate R&D project performance.
• Ensure compliance with funding and reporting requirements from grant agencies and donors.

6. Fundraising and Proposal Development

• Identify funding opportunities, secure grants, and manage donor relationships to expand R&D capacity.
