Location: Beqaa/ Baalbek Hermel
Duration: Consultative basis/ One year agreement
Reporting to: Project Manager

 

  1. Background:
    This position is part of the Swiss Development Cooperation (SDC) project and will span a period of one year. It is aimed at continuing the partnership between SDC and Peace Labs, focusing on the water sector in the Beqaa and Baalbek-Hermel governorates. The project seeks to enhance people's access to water and reduce tensions between communities by improving public services and accessibility to basic needs. Peace Labs is committed to fostering peace and improving governance in Lebanon through dialogue and collaboration between key stakeholders. This initiative focuses on enhancing the relationship between the municipalities and the Beqaa Water Establishment (BWE) by addressing governance gaps and fostering mutual understanding. The Field Peacebuilding Specialist will play a pivotal role in achieving these objectives.

 

  1. Objective:
    To support Peace Labs in conducting conflict analysis, fostering dialogue, and developing strategies to enhance governance and collaboration between municipalities and BWE, with the goal of increasing cooperation, improving water service delivery, and reducing community tensions by addressing governance gaps and improving fee collection practices.

 

 

  1. Responsibilities:

3.1 Conflict Analysis and Stakeholder Engagement:

    • Conduct conflict analysis surveys and Key Informant Interviews (KIIs) to assess the dynamics, grievances, and areas of collaboration between municipalities and BWE.
    • Identify key stakeholders, power dynamics, and gender/ social inclusion considerations affecting the relationship between municipalities and BWE.Engage with a wide range of stakeholders, including local authorities, civil society organizations, and community leaders, to promote dialogue and address grievances.

3.2 Dialogue Development:

    • Design and implement an inclusive, transparent and respectful dialogue methodology for productive discussions between municipalities and BWE.

3.3 Communication Protocols:

    • Develop an internal communication protocol for use within BWE to enhance coordination and efficiency.
    • Establish an external communication protocol to guide interactions between BWE and other stakeholders, including municipalities and communities.

3.4 Governance Analysis and Strategy Development:

    • Provide insights and recommendations to Peace Labs on the context and dynamics influencing governance between municipalities and BWE.
    • Identify governance gaps within BWE and propose actionable steps to address these gaps.

3.5 Conflict Sensitivity andDeveloping Conflict Sensitivity Strategies::

    • Identify gaps in terms of conflict sensitivity within BWE and analyze how these gaps affect its operations and relationships with stakeholders.
    • Develop strategies to enhance conflict sensitivity and demonstrate how this can be leveraged as an advantage for BWE in its interactions with other stakeholders.
    • Lead training sessions for BWE staff on conflict sensitivity, ensuring they understand its importance and application in their daily operations.Help in design a fee collection strategy tailored to the needs and constraints of municipalities to enhance revenue generation.

3.6 Capacity Building and Support:

    • Provide technical assistance and capacity-building sessions for BWE and municipal representatives to strengthen their governance practices.
    • Support Peace Labs in documenting lessons learned and best practices.
    • Support in developing a strategic plan for BWE to improve community awareness of its services.
    1.  Incorporating Gender and Social Inclusion:
    • Ensure the conflict analysis and the dialogue methodologies consider gender dynamics, marginalized groups, and social inclusion as key elements of the process.
    1.   Reporting, Monitoring and Evaluation:
  • Support the project manager in monitoring and evaluating the effectiveness of peacebuilding interventions, ensuring that findings inform future strategies and adjustments.

 

  1. Qualifications and Experience:
  • Advanced degree in Peacebuilding, Conflict Resolution, Public Administration, or a related field.
  • At least 5 years of experience in peacebuilding, governance, or stakeholder engagement.
  • Proven expertise in conducting conflict analysis and facilitating dialogue.
  • Strong understanding of governance structures, particularly in the context of Lebanon.
  • Excellent communication, report writing, and interpersonal skills.
  • Proficiency in Arabic and English (both written and spoken).
