Education Field Officer / CDCS

ASSIGNMENT

The Field Officer is based in Amel’s community center in Tyre with regular visits to the shelters where other educational activities are implemented. She/He works under the direct supervision of the coordination team based in the Headquarter. She/He oversees the educational project’s activities implemented in Tyre.

TASKS

Task #1: Supervision

  • Coordinating with the Education coordinators and the team members to design the Schedule of Activities and its adaptation over the project’s duration;
  • Ensuring the smooth implementation of the project's activities according to the planned timeline of the project and the Schedule of Activities designed collectively;
  • Being in charge of the team’s coordination with daily communication and weekly meetings;
  • Taking initiatives for improving practices among the team members with the support of the coordinators and other Amel’s sectors (Child Protection, Mental Health, etc.);
  • Organizing trainings in collaboration with the coordinators as per the projects’ timeline;
  • Supervising the logistic aspects of the project, including the completion of monthly inventories, and sending purchase requests.

Task #2 Outreach activities

  • Outreaching participants for the project’s activities. The Field Officer has a direct communication with the families and explains in details the goal, activities and requirements for their participation in the project;
  • Following up on the participants’ participation in the projects’ activities. If a child is absent for more than two consecutive sessions, the Field Officer, with the assistance of the social worker, is following up directly with the parents and reporting on dropout cases (reasons, follow-up, reporting,)
  • Sharing the children’s achievements with their caregivers, in order to increase motivation and build trustful relationships with the community members.

 

Task #3 - Psycho-social counseling

  • Being responsible for designing a monthly plan with the animator to provide Social and Emotional Learning (SEL) activities;
  • Continuous follow-up with the social worker on conducting awareness sessions with children and community members, conducting focus group discussions and forming children and parents’ committees.

Task #4 Coordination

  • Coordinating with all team members of the Enable project to ensure that the Child Protection Protocol is followed and that the SEL monthly plan is shared and completed;
  • Coordinating with the centers’ staff (Health, Protection, etc.) for any logistical matters;
  • Coordinating with the Education Sectors’ stakeholders on the regional level under the supervision of the coordinators (Partners’ meetings, regular meetings / phone calls with education NGOs, etc.);
  • Supporting the social worker in the referral pathway benefitting from the field officer’s network.

 

Task #5 Monitoring and Evaluation

  • Ensuring the smooth implementation of the Monitoring & Evaluation plan for the project. The M&E framework is designed collectively at the beginning of the project according to the indicators of the logical framework of the project. The Field Officer is in charge of ensuring the supervision for data collection whether for quantitative information (attendance, education performance, outreach, etc.) or qualitative information (Focus Group discussion, base/end line questionnaire, etc.);
  • Ensuring the Reporting on a weekly basis the activities, achievements and challenges. The Field Officer is requested to share any relevant information that might inform the project’s implementation but also the Amel’s strategy;
  • Submitting monthly reports to the coordinators, in collaboration with the animator, psychologist and social worker;
  • Submitting other narrative reports such as Focus Group Discussion’s results / community events’ reports / distributions’ reports, etc.

The Field Officer may support additional tasks and carry other responsibilities that are not mentioned above, depending on the needs of the education program. 

Competencies

  • At least two years’ experience in education, preferably in an NGO environment or educational setting
  • Bachelor’s degree in education, development or another social science 
  • An understanding of formal and non-formal education
  • Understanding of government institutions, particularly the public school
  • A demonstrated understanding of national development issues in particular in relation to children
  • Strength in interpersonal, communication, and presentation skills
  • Fluency in written and spoken Arabic and English
  • Strong documentation, research and report-writing skill
  • Knowledge and experience in child protection issues
  • Experience in community sensitization/ mobilization
  • Excellent computer skills

WORKING HOURS:

The Field Officer will work 5 days a week with an average of 35 weekly working hours.
