Finance Officer

We are looking for a Finance Officer to join our team who will play a crucial role in managing financial operations, ensuring compliance with project budgets, and maintaining accurate accounting records. The Finance Officer will be responsible for preparing financial reports, monitoring cash flow, and ensuring adherence to donor guidelines. This position will support the financial stability of our projects, benefiting vulnerable populations, including migrant workers, displaced families, and communities affected by the ongoing crisis.

Main Tasks / Key Roles and Responsibilities:

  • Establish, maintain, and coordinate the implementation of accounting and control procedures.
  • Review expenses for accuracy and completeness, ensuring compliance with the project’s budget and terms.
  • Prepare monthly financial statements, including distributing revenue and expenditure reports to relevant departments.
  • Produce regular financial reports (cash flow, balance sheets, income statements) and present them with observations and recommendations to relevant staff.
  • Prepare and review financial reports for donors.
  • Ensure compliance with regulations, particularly donor guidelines.
  • Manage liquidity effectively.
  • Reconcile accounts with bank statements and oversee payments of taxes, VAT, and other obligations.
  • Support the preparation of the institution’s budget.

Requirements:

  • Proficiency in English and Arabic, both spoken and written.
  • Previous experience working with NGOs.
  • Minimum of 2 years of professional experience in accounting or a related field.
  • Knowledge of current administrative rules and regulations for financial administration.
  • Strong understanding of tax and fee regulations and the ability to apply this knowledge effectively.
  • Proficiency in automated systems and advanced Excel skills.
  • Ability to adapt to and manage in high-stress, delicate, and potentially unstable environments, especially within the challenging context of Lebanon.

  • Ability to embody and promote MSD’s values in interactions with team members, local staff, beneficiaries, and external contacts.
