Project Admin Officer

1. Purpose

CARE established its presence in Lebanon in 2006. Among CARE's key imperatives is putting people it serves first through implementing cutting edge programming in areas where it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, pertaining to both host communities and refugees. 
In 2022, CARE developed LINKS online platform that is currently the only all-inclusive collaboration and coordination tool available to People in Need, local service providers, and resource providers. In this regard, it plays a critical role in coordinating humanitarian activities and providing information on available services and gaps.

CARE in Lebanon is seeking a Project Administration Officer to support efficient operation of the project and assist project manager, team, consultants, and stakeholders through a variety of tasks related to organization and communication.

This position will play a crucial role in both direct and indirect project implementation, ensuring high-quality delivery and significant impact.

 
2. Reporting Lines

The Project Admin Officer will report to the LINKS Project Manager.

3. Organizational Relationship

The Project Admin Officer will work closely with the LINKS Project Manager. He/ She will closely coordinate with CIL Internal Departments, Project Stakeholders, Consultants, and Volunteers.

4. Specific Duties and Responsibilities

• Administrative Support: Manage daily administrative tasks, maintain project documentation, prepare contracts and MoUs, and supervise vetting of organizations. 
• Coordination: Coordinate project activities with local partners, ensuring timelines and deliverables are met, and handle correspondence with project stakeholders (People in Need, Local Organizations, Donors, Experts).
• Communication: Facilitate communication within the project team, CIL internal departments, and with external stakeholders.
• Reporting: Assist in preparing project reports, meeting minutes, and other documentation as required.
• Budget Management: Assist in monitoring project budgets and expenditure.
• Compliance: Ensure project activities comply with organizational policies and procedures.
Other responsibilities as assigned by Project Manager.

5. Qualifications / special skills or knowledge

Skills
• Strong organizational, communication, and multitasking skills. 
• Proficiency in MS Office and project management software. 

Knowledge
• Knowledge of CARE’s Fraud and Corruption and Safeguarding policies.
• Commitment to gender equity and diversity.
• Knowledge of modern digital solutions is a plus.

b. Experience: 

Minimum of 3 years of experience in a similar role, preferably at international non-governmental organizations.

c. Academic background:

Bachelor’s degree in one or several of the following areas: Project Management, Business Administration or related field.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
